About this opportunity
The City of Atlanta Department of Aviation is conducting a pre-advertisement notice (PAN) request for an on-call Airfield Markings and Pavement Management (AMPM) contract to be procured through a prequalification process, with a pre-solicitation conference to be noticed and held for interested vendors. The procurement seeks qualified contractors to provide comprehensive airfield marking and pavement maintenance services at Hartsfield-Jackson Atlanta International Airport, including rubber and paint removal, thermoplastic application, surface preparation, surveying, staff training, and maintenance across five arrival runways (8L/26R, 8R/26L, 9L/27R, 9R/27L, and 10/28) and movement areas. Deliverables encompass yellow markings (taxiway centerlines, edge lines, hold bars, and chevrons), white markings (runway centerlines, edge lines, thresholds, and precision markings), green markings (deicing operations areas), red markings (zipper markings), and painted signs (geographic position markers, directional signs, location indicators, and informational signage), with pricing quoted per linear feet, square foot, per item, per shift, and lump sum. Key objectives include maintaining visible airfield markings to prevent pilot and vehicle deviation, providing accurate annual as-built drawings, reducing marking discrepancies for FAA Part 139 inspections, developing internal airport maintenance capabilities, and upgrading centerlines from 6 to 12 inches. Required qualifications mandate that vendors be certified in Airfield Safety and Operations, including OSHA and FAA Part 139 awareness, possess operational equipment to perform required duties, and provide all necessary safety equipment, personal protective gear, barricades, and signage; contractors must also furnish a minimum of two Airport Movement Area (AMA) escorts and one sweeper with vacuuming capabilities, utilize Type 2 airfield paint and Type 3 reflective beads per Department of Aviation standards, and maintain 24-hour callout response within six hours minimum. The initial contract term is five years with options for two additional two-year renewals subject to performance evaluations and mutual agreement, with work performed primarily between 11:30 PM and 6:30 AM to minimize operational disruption and daily and weekly progress reporting required. The pre-advertisement notice was posted on November 14, 2025, with a deadline for responses by December 10, 2025.
This procurement has been exempted from mandatory diversity participation requirements due to its expected value falling below the $100,000 threshold or due to limited availability of certified subcontractors capable of performing the specialized work; however, the City of Atlanta encourages all proponents to make general statements regarding their intent to address the City's diversity objectives and voluntarily pursue joint venture arrangements where feasible and applicable. While there are no mandatory set-asides for small, disadvantaged, minority, female-owned enterprises (SBOs/EBOs), federal DBE, or ACDBE programs on this project, all proponents must submit an Equal Employment Opportunity Plan reflecting demographic characteristics of their workforce that align with the available labor pool and complete a Contract Employment Report prior to contract execution. Subcontracting is permitted but the prime contractor retains sole responsibility, must pre-approve all subcontractors, and must identify all known subcontractors in the bid submission with completed Illegal Immigration and Enforcement Act forms. No incumbent vendors or current contractors are identified in the available documentation. The contractor bears full responsibility for all operational and safety equipment, personnel training and certification, traffic control, FOD management, and compliance with FAA Part 139 regulations, OSHA requirements, and EPA environmental policies, with any discrepancies identified during quality assurance inspections to be corrected at the contractor's cost. No specific award value or budget range is disclosed in the draft materials provided, as the pricing document is noted as a preliminary cost schedule designed to standardize pricing for the on-call or recurring services.
