Scope of Work (SOW)

On-Call Airfield Markings and Pavement Management (AMPM) Services at H-JAIA

City of Atlanta – Department of Aviation (DOA)

Hartsfield-Jackson Atlanta International Airport (ATL)

1. Introduction

The City of Atlanta’s Department of Aviation (DOA) invites qualified contractors to submit proposals for on-call services related to Airfield Markings and Pavement Management (AMPM) at Hartsfield-

Jackson Atlanta International Airport (ATL). This contract is intended to support DOA Maintenance and Operations in maintaining FAA Part 139 certification and ensuring the safety, visibility, and operational efficiency of ATL’s airfield infrastructure.

The selected contractor will be responsible for providing specialized services on an as-needed basis.

These services include, but are not limited to, rubber and paint removal, thermoplastic application, surface preparation, surveying, and training of internal DOA Facility Maintenance teams.

2. Scope of Services

The contractor will be expected to perform rubber removal on all arrival runways, including high-speed exits, specifically on runways 8L/26R, 8R/26L, 9L/27R, 9R/27L, and 10/28. Paint removal, surface cleaning, preparation, and installation will be required across all movement areas and common-use ramp markings. Thermoplastic removal and installation will be performed in designated areas as directed by the DOA.

Additionally, the contractor will conduct surveys of all installed markings to support the development of annual as-built drawings.

3. Contract Objectives

The primary goals of this contract are to maintain high-visibility and compliant airfield markings, reduce discrepancies during FAA inspections, and ensure accurate documentation through annual as-built drawings. The contractor will also assist in developing a digital inventory and maintenance tracking system, support internal team training, and implement updates to airfield markings, such as increasing centerline widths from six to twelve inches. All work must align with FAA regulations and contribute to long-term pavement and marking strategies.

DRAFT

4. Contractor Responsibilities

The contractor must provide all necessary operational and safety equipment, including personal protective gear, barricades, and signage. Daily and weekly progress reports must be submitted to airport management, detailing completed work, outstanding tasks, and any encountered issues.

Compliance with all applicable federal, state, and local regulations is mandatory. The contractor must also manage traffic control in active airfield environments and ensure proper removal and disposal of

Foreign Object Debris (FOD). All materials used must meet DOA standards, including Type 2 airfield paint and Type 3 reflective beads.

Training must be provided to DOA staff in rubber removal and painting operations. Each shift must include at least two Airport Movement Area (AMA) escorts and one sweeper with vacuuming capabilities. The use of chemical, mechanical abrasion, or shot blasting methods for removal is strictly prohibited.

All personnel must be trained and certified in airfield safety and operations, including OSHA and FAA

Part 139 awareness. Environmentally approved materials must be used, and waste must be disposed of in accordance with EPA and airport environmental policies. A comprehensive safety plan and environmental mitigation plan must be submitted and followed.

5. Airport Responsibilities

The DOA will coordinate necessary airfield closures and provide access to designated work areas.

Scheduling will be managed in collaboration with the contractor to minimize operational disruptions.

The DOA will conduct inspections before, during, and after work, and will attend all contractor-provided training sessions.

A Facility Maintenance Project Manager Sr. or their designee will serve as the primary point of contact for the contractor. The DOA will also provide feedback on performance and participate in kickoff and coordination meetings.

6. Contract Duration and Work Hours

The initial contract term is five (5) years, with the option for two (2) additional two-year renewals, subject to mutual agreement and performance evaluations. Work will primarily be conducted between 11:30 PM and 6:30 AM, though schedules may shift based on weather conditions and airfield availability.

7. Communication and Coordination

Daily communication between the contractor and airport management is required, preferably via phone or text. The contractor must respond to callouts within six (6) hours or as directed by the

Project Manager Sr. Coordination meetings will be held regularly to ensure alignment on all activities.

8. Quality Assurance

The contractor is responsible for ensuring the quality of all services performed. Any discrepancies must be corrected at the contractor’s expense as soon as access to the affected area is available.

Photo documentation of before-and-after conditions is required for all work.

9. Safety and Environmental Compliance

Safety is a top priority. The contractor must follow all relevant safety regulations and provide appropriate signage and barriers to prevent unauthorized access. Environmental impacts must be minimized, and all work must comply with EPA and airport environmental policies. The airport enforces a zero-tolerance policy for FOD and runway incursions.

10. Reporting and Documentation

The contractor must maintain detailed records of all work and training activities. Reports must include the date, time, location, weather conditions, and a description of the work performed.

Observations, issues, and recommendations must also be documented and submitted to the DOA

Project Manager Sr. or designee.

11. Performance Evaluation

The DOA will conduct periodic evaluations of the contractor’s performance, including site inspections and documentation reviews. Evaluations will consider adherence to the scope of work, response times, safety compliance, and overall quality. Repeated non-performance may result in contract termination.

12. Subcontracting

Subcontracting is permitted, but the primary contractor retains full responsibility for all services provided. The contractor remains the sole point of contact and is responsible for compensating all subcontractors. All known subcontractors must be identified in the bid submission and must complete the Illegal Immigration Reform and Enforcement Act (IIREA) form. Any changes to subcontractors post-award require DOA approval.
