About this opportunity

The City of Atlanta's Department of Aviation is conducting a Multi-Step Competitive Sealed Bid process to procure planning support services for aviation infrastructure improvements at Hartsfield-Jackson Atlanta International Airport. The procurement comprises a prequalification phase followed by an Invitation for Bid (IFB), with a pre-advertisement notice posted on February 23, 2026, and a response deadline of March 31, 2026. The selected firm will provide on-as-needed aviation planning support services including studies and analyses for the Airport Master Plan update and the ATLNext capital improvement program. Deliverables encompass comprehensive analyses of landside facilities (terminals, concourses, parking, roadways), airside facilities (runways, taxiways, deicing pads), support facilities (cargo buildings, fire stations, fuel farms), systems and technologies (security, passenger screening, baggage handling, WiFi), facility repurposing assessments, and specialized studies such as aviation forecasts, benefit-cost analyses, and cost estimates. The selected consultant must demonstrate proficiency with specified modeling tools including SIMMOD, CAST, VISSIM, Synchro, and AviPLAN, as well as required software applications such as PM Web, Success Estimator, AutoCAD/Revit, SAGE/Blue Beam, and OLIS. Prequalification evaluation criteria include firm experience, team and key personnel qualifications, aviation planning expertise, technical planning capabilities, aviation modeling and software proficiency, and cost estimating experience. The Airport Master Plan update is anticipated to be complete by the fourth quarter of 2025, with additional scope of work anticipated thereafter.

The procurement documents do not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors. The consultant bears all costs for procuring and maintaining Success Estimator software licenses, baseline cost libraries, and personnel training, with the City providing no resources in these areas. The selected consultant will report to the Office of Infrastructure Planning and Development and coordinate with DOA consultants, a Project Management Support Services consultant, architects, engineers, planners, and contractors. Cost estimating must comply with the City's Estimating Desktop Procedures Handbook and Planning and Development Estimating Group standards, with detailed requirements to be provided following contract award. The City reserves the right to enter into planning services agreements with other consultants and provides no guarantee of minimum work volume under this contract. No award value or budget range is provided in the available documentation.
