About this opportunity
The Bulloch County Board of Commissioners is soliciting Statements of Qualifications from aviation consulting firms for airport planning services at Statesboro-Bulloch County Airport in Statesboro, Georgia, with questions due November 6, 2026 at 5:00 p.m. and submittals due December 3, 2026 at 2:00 p.m. Responding firms must hold current Georgia Department of Transportation pre-qualification in Aviation Planning Services, Area Class 1.08 Airport Master Planning, a hard eligibility filter. Bulloch County Procurement Director Pfuller manages the solicitation. DBE utilization is strongly encouraged, with proposed DBE firms required to hold Georgia Uniform Certification Program certification.
The County intends a five-year Master Agreement, with work issued assignment by assignment through individual sub-agreements. Anticipated services include environmental assessments, Airport Layout Plans, property line map updates, funding applications, design and construction administration, and airfield drainage, lighting, building, roadway, fencing, and pavement work tied to the Airport Capital Improvement Plan. Respondents must demonstrate familiarity with the FAA Atlanta District Office and GDOT Aviation Programs. Selection follows FAA Advisory Circular 150/5100-14E and Georgia statutes. Evaluation factors are comparable airport project capability, key personnel qualifications, schedule performance, quality of previous work, sub-consultant qualifications, and capability to meet DBE contract goals or demonstrate good faith efforts. No pricing proposal is required at this stage.
Submittals require an original and four copies of a Statement of Qualifications not exceeding 30 pages, a two-page cover letter, and mandatory forms, including non-collusion affidavits, respondent's declarations, contractor and subcontractor affidavits, and E-Verify compliance under O.C.G.A. 13-10-91. Email and fax submissions are not accepted. A signed copy of every addendum must accompany the SOQ or it will not be considered. Consultants may request an airport site visit before submission. Written questions must reference project identifier FY27-AP-ACP in the email subject line. The attached CIP spreadsheet for fiscal years 2028 through 2032 lists five-year project costs of $7.58 million across federal, state, and local funding sources.
