About this opportunity

Bulloch County Board of Commissioners is soliciting Statements of Qualifications from aviation engineering firms for professional engineering, architectural, and construction administration services supporting the Statesboro-Bulloch County Airport Capital Improvement Plan in Statesboro, Georgia. Questions are due November 6, 2026 at 5:00 p.m., and submissions are due December 3, 2026 at 3:00 p.m. Responding firms must hold current Georgia Department of Transportation pre-qualification in Aviation Engineering Services categories. Disadvantaged Business Enterprise utilization is strongly encouraged, not required, and proposed DBE firms must be certified by the Georgia Uniform Certification Program.

Scope covers geotechnical and topographic surveying, environmental assessments, preliminary and final design, bidding, construction administration, and resident inspection across airfield drainage, lighting, buildings, roadways, pavement, and security systems. Named pre-qualification categories are Airport Design (Area Class 2.09), Airport Construction Administration and Observation (Area Class 8.02), and Airport Design-Electrical (Area Class 2.09b, effective January 1, 2025). Selection follows FAA Advisory Circular 150/5100-14E, Georgia statutes, and 49 CFR Part 26 for federally assisted contracts. Submissions may not exceed thirty pages, excluding tabs and cover letter, and must include Non-Collusion, Respondent's Declaration, Contractor, and Subcontractor affidavits under O.C.G.A. 13-10-91, plus E-Verify confirmation. Statements of qualifications remain valid for sixty days. Firms may request airport site visits before submitting. Email and fax submissions are not accepted. Firms may not contact county officials, airport committee members, or city employees during evaluation, and any such contact results in immediate disqualification.

The county will execute a multi-year Master Agreement with the selected consultant for a five-year period, with individual sub-agreements negotiated assignment by assignment. No pricing is submitted at this stage, and the selection is qualifications-based, conducted by a Selection Committee. Unsuccessful firms receive written notice within ten days of selection completion. Responses to questions will be posted by November 13, 2026.

The companion Capital Improvement Plan for fiscal years 2028 through 2032 lists project estimates ranging from $50,000 for design work to $1.98 million for T-Hangar Development Construction. The plan is funded primarily by 90% FAA Discretionary and State Entitlement funds, supplemented by state apportionment and local funds. Two project files conflict on individual project timing, so confirm timing against the solicitation.
