About this opportunity
The City of Phoenix Finance Central Procurement is soliciting bids for a five-year contract to supply Portland Cement (Bulk) for the Street Transportation Department, with an estimated annual requirement of 300 tons of ASTM C-150, Type II Low Alkali cement. The procurement is structured as an Invitation for Bid (IFB-26-0033A) with a targeted contract commencement date of July 1, 2026, or upon City Council award. Key deliverables include drop-off of cement at the Street Transportation Preventive Maintenance facility in Phoenix, with specific delivery requirements of 7:00 am to 2:00 pm, Monday through Friday, excluding city holidays. Contractors must maintain sufficient local inventory to support daily city requirements and provide a Safety Data Sheet, meeting ASTM and Maricopa Association of Governments specifications. The solicitation timeline includes a non-mandatory pre-offer conference on November 4, 2025, written inquiries due by November 19, 2025, and final offer submissions due on November 24, 2025, at 2:00 pm local time. Pricing will be firm and fixed for the initial two years, with potential annual price adjustments thereafter, subject to written documentation and approval by the Chief Procurement Officer.
The procurement includes significant emphasis on Disadvantaged Business Enterprise (DBE) and Small Business participation, requiring contractors to submit annual participation plans tracking DBE and small business involvement in the project. Contractors must use good faith efforts to identify and engage DBE-certified suppliers, maintain detailed documentation of interactions, and report monthly through the City's Certification and Compliance System. While no specific incumbent vendors are mentioned, the solicitation requires extensive reporting on DBE expenditures and opportunities, with contractors obligated to send outreach letters to potential DBE suppliers and use federal and city databases to locate potential DBE opportunities. The contract will require comprehensive documentation, including a Certification of Full/Final Payments to DBE Firms form and potential requests for substitution or exemption of DBE subcontractors. Although a specific contract value is not explicitly stated, the annual cement requirement of 300 tons suggests a multi-year procurement with potential for significant economic impact for the selected vendor.
