About this opportunity

Broward County is soliciting bids for Plantronics and JPL headsets and accessories under an open-end indefinite-quantity contract serving the Office of Regional Communications and Technology (ORCAT), county 911 Public Safety Answering Points (PSAPs), and other Broward County agencies, with bids due July 17, 2026.

Vendors must be authorized resellers for both Plantronics and JPL products, certified at submittal or within three business days of County request. No set-asides apply; however, Broward County certified Small Business Enterprises (SBEs) and County Business Enterprises (CBEs) are eligible for preferential consideration — an SBE or CBE within 10 percent of the lowest responsive, responsible bid may match that bid and receive award recommendation. Local-business preferences under Broward County Code Section 1-74 et seq. apply if vendors submit a Location Certification form and proof of a Broward County business tax receipt by the bid deadline; qualifying vendors receive tiebreaker consideration.

The scope includes monaural and binaural headsets with noise-canceling capabilities, over-ear and convertible configurations, replacement ear cushions in leather and foam, Y adapters for trainers, mute switches, four-wire and six-wire plug adapters, and push-to-talk wireless devices with batteries. Vendors must submit complete bids on all items; incomplete bids may be rejected. Award is made to the lowest responsive, responsible bidder on total price basis.

The contract term begins on award or July 10, 2026, whichever is later, for one year with two optional one-year renewals. No guaranteed minimum quantity applies. Vendors may not increase prices during the initial term; renewal price increases are capped at the difference between current and prior-year Consumer Price Index or Producer Price Index unless Director of Purchasing approval is obtained. Vendors must notify the County within 30 days of any supplier-issued price decreases and implement reductions upon County request or face contract termination.

Vendors must submit responses electronically through BPRO and provide required certifications including Domestic Partnership Act compliance (for vendors over $100,000 contract value), Criminal History Screening Practices, Anti-Human Trafficking Affidavit, Litigation History disclosure, and Vendor Questionnaire. General Liability insurance of $500,000 per occurrence, Workers' Compensation at statutory limits, and Employers Liability of $100,000 per accident are required, with Broward County named as additional insured. No proof of insurance is required if delivery is by common carrier. All questions must be submitted through BPRO by the Questions due date.
