About this opportunity
The State of Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is issuing a Request for Documented Quotations for the PKAA Bobcat LaPorte Uravan Natural Resource Damage Project located in Montrose County, approximately 18 miles north of Naturita. This procurement involves environmental remediation and site restoration work at legacy uranium mines, including sealing two subsidence features using polyurethane foam, backfilling with onsite waste rock, constructing hydrologic controls to manage surface water runoff, and revegetating disturbed areas. Core deliverables include mobilization and demobilization, project safety and health planning, mine closure installation, installation of 150 linear feet of hydrologic controls at the Bobcat site, and repair and reconstruction of 350 linear feet of the LaPorte diversion channel, with additional optional items including rip-rap placement (40 cubic yards), revegetation (approximately 1 acre), and supplemental polyurethane foam (9 cubic yards). The mandatory pre-bid meeting and site inspection are scheduled for Tuesday, April 28, 2026, at 10:00 a.m. MT at the Naturita Sales parking area, with a 45-minute drive to the project site; written inquiries must be submitted by Friday, May 1, 2026, at 4:00 p.m. MT, and bid submissions are due by 4:00 p.m. MT on Tuesday, May 12, 2026, with bid opening on Wednesday, May 13, 2026. The project construction is tentatively scheduled between June 1 and June 19, 2026, with an 18-calendar-day completion window including 10 days of mobilization. The award will be made to the lowest responsive and responsible bidder, and the project is funded through the Uravan NRD Fund administered by the Colorado Department of Public Health and Environment.
Colorado resident bidders receive preference equivalent to that afforded to nonresident bidders' home states, and Service-Disabled Veteran-Owned Small Businesses certified by the U.S. Small Business Administration receive a 5 percent bid preference. Performance and Labor and Material Bonds are required if the bid amount exceeds $150,000, set at 100 percent of the original contract price, and five percent retainage will be withheld until satisfactory completion for projects exceeding $150,000. Comprehensive insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 each occurrence), Automobile Liability ($1,000,000 combined single limit), Pollution Liability ($1,000,000 each occurrence and annual aggregate), and Aircraft Liability ($5,000,000 if aircraft including drones are used). The Buy Clean Colorado Act applies to eligible materials including concrete, steel, and wood, requiring Environmental Product Declarations compliant with maximum Global Warming Potential limits. A mandatory Three-Way Agreement is required between the contractor, State, and private landowner (UMETCO Minerals Corporation), with liquidated damages set at $400 per day for non-performance. All bids must be submitted electronically through Colorado Vendor Self Service at www.colorado.gov/vss, with Teresa Donaldson (teresa.donaldson@state.co.us) serving as the sole point of contact for solicitation matters; no specific budget range or award value is listed in the procurement documents.
