About this file

This is a Feature Work List document for the Bobcat LaPorte Uravan Natural Resource Damage (NRD) Project issued by the State of Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety. The project involves environmental remediation and site restoration at legacy uranium mines in Montrose County, approximately 18 miles north of Naturita. The work focuses on sealing two subsidence features using polyurethane foam (PUF) backfill and waste rock. Feature 2959 Subs 1 consists of a 3-foot by 3-foot subsidence opening with a 20-foot by 20-foot eroded area and 10-foot depth, requiring 9 cubic yards of PUF and backfilling of a 20-foot diameter by 10-foot deep pit. Feature 2959 Subs 2 is a 15-foot by 9-foot subsidence feature with 4-foot depth, requiring 18 cubic yards of PUF and backfilling with adjacent waste rock on the north side of EE22 road. Both features require application of Standard Work Specifications (SWS) 2 and SWS 9. The mandatory pre-bid meeting and site inspection are scheduled for Tuesday, April 28, 2026, at 10:00 a.m. MT in Naturita, with written inquiries due by Friday, May 1, 2026, at 4:00 p.m. MT. Bid submissions are due by 4:00 p.m. MT on Tuesday, May 12, 2026, with bid opening on Wednesday, May 13, 2026. Construction is tentatively scheduled between June 1 and June 19, 2026, with an 18-calendar-day completion window.

The award will be made to the lowest responsive and responsible bidder. The project is funded through the Uravan NRD Fund administered by the Colorado Department of Public Health and Environment. Colorado resident bidders receive preference equivalent to that afforded to nonresident bidders' home states, and Service-Disabled Veteran-Owned Small Businesses certified by the U.S. Small Business Administration receive a 5 percent bid preference. Performance and Labor and Material Bonds are required if the bid amount exceeds $150,000, set at 100 percent of the original contract price, with five percent retainage withheld until satisfactory completion for projects exceeding $150,000. Comprehensive insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 each occurrence), Automobile Liability ($1,000,000 combined single limit), Pollution Liability ($1,000,000 each occurrence and annual aggregate), and Aircraft Liability ($5,000,000 if aircraft or drones are used). The Buy Clean Colorado Act applies to eligible materials including concrete, steel, and wood. A mandatory Three-Way Agreement is required between the contractor, State, and private landowner UMETCO Minerals Corporation, with liquidated damages set at $400 per day for non-performance. Bids must be submitted electronically through Colorado Vendor Self Service (www.colorado.gov/vss), with Teresa Donaldson (teresa.donaldson@state.co.us) as the sole point of contact for solicitation matters.
