About this file
This is a revised bid schedule document issued by the State of Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety for the PKAA Bobcat LaPorte Uravan Natural Resource Damage Project (GovTribe ID: 2026-0430), located in Montrose County approximately 18 miles north of Naturita. The project scope includes environmental remediation and mine closure work comprising mobilization/demobilization, project safety and health planning, installation of mine closures at two subsidence features using polyurethane foam backfill, installation of 150 linear feet of hydrologic controls at the Bobcat site, and repair/reconstruction of 350 linear feet of the LaPorte diversion channel. Additional non-guaranteed bid items include 40 cubic yards of rip-rap placement, revegetation of approximately 1 acre, 9 cubic yards of supplemental polyurethane foam, and geosynthetic clay liner installation. The mandatory pre-bid meeting and site inspection occurred on Tuesday, April 28, 2026, at 10:00 a.m. MT at the Naturita Sales parking area with a 45-minute drive to the project site. Written inquiries were due by Friday, May 1, 2026, at 4:00 p.m. MT, and bid submissions were due by 4:00 p.m. MT on Tuesday, May 12, 2026, with bid opening on Wednesday, May 13, 2026. Project construction is tentatively scheduled between June 1 and June 19, 2026, with an 18-calendar-day completion window including 10 days of mobilization.
The award will be made to the lowest responsive and responsible bidder. The project is funded through the Uravan NRD Fund administered by the Colorado Department of Public Health and Environment. Colorado resident bidders receive preference equivalent to that afforded to nonresident bidders' home states, and Service-Disabled Veteran-Owned Small Businesses certified by the U.S. Small Business Administration receive a 5 percent bid preference. Performance and Labor and Material Bonds are required if the bid amount exceeds $150,000, set at 100 percent of the original contract price, and five percent retainage will be withheld until satisfactory completion for projects exceeding $150,000. Comprehensive insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 each occurrence), Automobile Liability ($1,000,000 combined single limit), Pollution Liability ($1,000,000 each occurrence and annual aggregate), and Aircraft Liability ($5,000,000 if aircraft including drones are used). The Buy Clean Colorado Act applies to eligible materials including concrete, steel, and wood, requiring Environmental Product Declarations compliant with maximum Global Warming Potential limits. A mandatory Three-Way Agreement is required between the contractor, State, and private landowner (UMETCO Minerals Corporation), with liquidated damages set at $400 per day for non-performance. All bids must be submitted electronically through Colorado Vendor Self Service (www.colorado.gov/vss), with Teresa Donaldson (teresa.donaldson@state.co.us) serving as the sole point of contact for solicitation matters.
