About this opportunity
The Maryland Department of General Services is requesting bids on construction for the Barrack J Annapolis Communication Room and Garage (project PJ-610-230-001) under IFB BPM057381, with bids due August 17, 2026 and a pre-bid conference and site visit on July 9, 2026. An overall Minority Business Enterprise participation goal of 21 percent and a Veteran-Owned Small Business Enterprise participation goal of 2 percent apply. Questions are due July 14, 2026.
The scope encompasses phased renovation of an existing duty office (approximately 5,288 gross square feet, single-story Type VB construction to be fully sprinklered) and demolition and reconstruction of a maintenance garage at the Maryland State Police facility at 610 Taylor Avenue, Annapolis, in Anne Arundel County. Work includes comprehensive mechanical, electrical, communications, security, and structural systems. The contractor must provide a cash allowance of $1,200,000 for permanent communication technology and equipment via Motorola Inc. or subcontractors under Maryland's State-Wide Contract. Work includes eight unit-price line items for soil removal and fill placement. All work is subject to prevailing wage rates established for Anne Arundel County, with rates ranging from $17.00 to $52.71 per hour plus fringe benefits of $2.24 to $26.64 across 72 job classifications.
The estimated contract value is between $5 million and $10 million. Construction must be completed within 420 consecutive calendar days from Notice to Proceed, with liquidated damages assessed at $1,500 per calendar day for non-MBE related delays beyond that period. The contractor must submit the Schedule of Values within 15 days of contract award and warrant all work for two years. Work is performed at the Maryland State Police Barrack J facility in an occupied 24/7 environment. All goods furnished must be American-manufactured unless they qualify as emergency life safety and property safety goods or DGS determines American-manufactured goods are unavailable, unreasonably priced, substantially lower in quality, or procurement would be inconsistent with public interest. Bid prices remain irrevocable for 120 days following bid opening. Award will be made on a firm fixed-price basis to the lowest responsive and responsible bidder. Performance and payment bonds are required upon receipt of award notification. Bids must be submitted electronically through eMaryland Marketplace Advantage.
