Summary: Addendum No. 4 Q&A for Barrack J Annapolis Communication Room and Garage Project

Addendum No. 4 is a Questions and Answers document issued by the Maryland Department of General Services for Project No. PJ-610-230-001, a state-funded construction project at the Barrack J facility in Annapolis. This addendum clarifies and modifies bid documents for the design and construction of a new communication room and garage facility. The project is classified as F-category, valued between $5,000,000 and $10,000,000. Construction is estimated to begin in January 2027 with a 14-month construction duration. The addendum includes 110 questions and answers addressing clarifications on design specifications, materials, systems, and construction procedures. Key revisions address glazing specifications (GL-4 exterior Low-E insulated safety glazing), aluminum storefront window systems, mechanical and electrical systems including vehicle exhaust systems, building automation systems (Johnson Controls), fire alarm and security systems, access control (Galaxy system), telecommunications infrastructure, and facility equipment. The project encompasses work within an occupied 24/7 barrack facility, requiring coordination during regular working hours to maintain uninterrupted operations.

The contractor is responsible for comprehensive project scope including all mechanical, electrical, communications, security, and structural work. Contractor-provided items include temporary facilities (office trailers and equipment), all furnishings and equipment for project administration per specification 01 5213-3.H, telecommunications and security infrastructure, building automation integration, and facility equipment such as vehicle lifts, hose reels, and pressure washers. Notable scope clarifications include that MSP (Maryland State Police) will provide specific equipment such as tire changers, balancers, work benches, WAP antennas, network switches, vehicle tire changer electrical connections, and credentials/cards for access control. The contractor is responsible for temporary power and water metering with associated usage costs. Site constraints limit trailer placement to parallel parking spots across the road from the garage. Key cost clarifications include removal of water meter/vault/connection allowance from Division 22, specification updates for flooring systems (Sherwin Williams products), and acceptance of manufactured alternatives meeting performance requirements. Bids are irrevocable for 120 days following bid opening, with contract execution anticipated within approximately four months.

Answer: The bottom bar material shall be revised to galvanized steel with powder coat finish to match door finish; See ADDENDUM 04.

54. Guide Material & Finish Reference: Spec Section 083323 / Paragraphs 2.3/H and 2.5/B Question: Detail 2.3/H states guides are stainless steel with the exposed finished to match the curtain slats, which stainless steel cannot receive a colored/powder coat finish. Also, detail 2.5/B states guides can match the curtain slat material unless otherwise indicated.

Please confirm if standard structural steel guides powder coated to match the curtain are acceptable in lieu of stainless steel.

Answer: Guide material shall be revised to galvanized steel with powder coat finish to match door finish; See ADDENDUM 04.

55. Motor NEMA Rating Reference: Spec Section 083323 / Paragraph 2.3/J/4 Question:

Paragraph 2.3/J/4 specifies an exterior, wet, and humid-rated motor. For the single coiling door at the FMD Grounds Storage room, is a standard interior-rated motor acceptable, or is a NEMA 4 rated motor required at additional cost?

Answer: OHD6 at the FMD Grounds Storage room may have a standard interior-rated motor, as the room is conditioned and the motor is on the interior of the wall.

56. Slat Color Scope & Alignment Reference: Spec Section 083323 / Paragraphs 2.3/L/1 and 2.3/L/2 Question: The spec notes that both the interior and exterior slats will have a baked-enamel or powder coat finish selected from the manufacturer's full range. Please confirm if the interior and exterior slats will be the same color. Additionally, please clarify if the design team requires the standard baked-enamel finish system (white, brown, tan, black, gray), or if a powder coat finish to the full 180 plus RAL color options is required.

Answer: The interior and exterior slats shall be the same color. The standard baked-enamel finishes are acceptable.

57. Maintenance Program Requirements Reference: Spec Section 083323 / Paragraph 1.5/A Question: Detail 1.5/A references a "maintenance proximity" but does not provide details or a minimum frequency for the required maintenance program. For commercial applications, the manufacturer’s minimum is 2 visits per year. Please provide the minimum criteria for this program.

Answer: No maintenance program is required for the overhead coiling doors.

Proximity is included within the specification for warranty and non-scheduled/emergency maintenance to be performed in a timely manner.

58. Signed and Sealed Seismic Calculations Reference: Spec Section 083613 / Paragraph 1.5/C Question: Detail 1.5/C requires seismic calculations signed and sealed by a professional engineer licensed in the State of Maryland, which is not required in other door sections (083323 Overhead Coiling Doors). 59. Finish and Component Warranty Conflicts Reference: Spec Section 083613 / Paragraphs 1.9/B, 1.9/A/2, and 2.1/B/3 Question: Detail 1.9/B requests a 10-year finish warranty, but 2.1/B/3 requires a powder coat finish to the full RAL chart, which reduces the finish warranty lengths. Additionally, Detail 1.9/A/2 requests a 3-year warranty on all other components, whereas standard sectional door manufacturers only offer a 1-year warranty.

Please confirm if the standard manufacturer warranties from the listed acceptable manufacturers (from 2.3/A/1/a-d) are acceptable. Most manufacturers do not offer extended warranties that meet these criteria. While a manufacturer like Amarr offers limited upgrades, doing so will incur a significant cost impact and may still not fully align with the current specification requirements.

Answer: See Question and Answer to #28.

60. Maintenance Program Criteria Reference: Spec Section 083613 / Paragraph 1.8/A Question: Detail 1.8/A references a "maintenance proximity" but does not define the required frequency or scope for the sectional door maintenance program. Please clarify the minimum criteria for this program. The manufacturer’s minimum for commercial doors is 2 visits per year. Please confirm if 2 visits per year is acceptable, and how many years this program should continue post substantial completion.
