About this file
This is a Construction Supplemental document issued by the State of Maryland, effective July 2024, containing additional requirements for the Barrack J Annapolis Communication Room and Garage construction contract (PJ-610-230-001). The supplemental establishes mandatory security protocols for contractor personnel working on state premises, including requirements to display company identification badges at all times, cooperate with state site access procedures, and provide additional photo identification upon request. The state reserves the right to refuse any contractor personnel based on specified criminal convictions, though security clearances and criminal background checks are not required for this contract. The state also retains discretionary authority to request proof of employment authorization for non-United States citizens prior to work commencement and may remove personnel deemed non-compliant with security requirements.
The supplemental imposes additional contractual obligations regarding bid/proposal bonds for construction contracts exceeding the applicable small procurement threshold of $200,000, construction contract retainage provisions per Maryland administrative code, and American-manufactured goods requirements under Maryland State Finance and Procurement Article 14-416. All goods furnished or supplied under the contract must be American-manufactured unless they qualify as emergency life safety and property safety goods or unless the Department of General Services determines that American-manufactured goods are unavailable, unreasonably priced, substantially lower in quality, or procurement would be inconsistent with public interest. Bidders must certify compliance with American-manufactured goods requirements or disclose exceptions in the Certification of American-Manufactured Goods attachment prior to contract award.
