About this file
This is a No Bid/Proposal Notice and Vendor Feedback Form issued by the State of Maryland, effective July 2024, designed to gather information from vendors who choose not to respond to solicitations or who wish to provide feedback on the procurement process. The form serves as a mechanism for the state to improve the quality of its solicitations and enhance the responsiveness and business-friendliness of its procurement procedures. Vendors are instructed to return the completed form to the Procurement Officer identified in the Key Information Summary Sheet, either by email or fax, along with their bid or proposal response if applicable.
The form provides vendors with a comprehensive list of reasons for non-response, including other business commitments, lack of expertise, unclear or restrictive specifications, insufficient capacity, complexity of doing business with the state, competitive concerns, inadequate timeframes, bonding or insurance restrictions, unreasonable bid requirements, minority or veteran business enterprise requirements, unprofitable prior state contract experience, slow payment schedules, and other factors. Vendors who have submitted responses but wish to offer suggestions or express concerns may use the remarks section to provide feedback. The form requests standard vendor identification information including company name, contact person, phone number, address, and email address, with space for additional remarks to be attached as needed.
