About this opportunity
The Clark County School District in Nevada seeks Physics and Honors Physics textbooks through Request for Proposal 27001BJN for adoption and use in high school science curricula. The procurement targets comprehensive instructional materials including student editions, teacher editions, ancillary materials, and digital components that align with state-adopted materials and Next Generation Science Standards (NGSS), with materials evaluated through EdReports, NGSS Design Badge, or equivalent third-party evaluations. The one-year physics course integrates scientific and engineering practices and covers Forces and Interactions, Energy, Waves and Electromagnetic Radiation, and Engineering Design, with mandatory demonstrations and laboratory experiences incorporating proper safety techniques, diversity awareness, and technology integration that fulfills high school science graduation requirements and qualifies as a laboratory science for college entrance. Respondents must submit ten copies each of student and teacher editions along with digital versions by May 28, 2026, at 1:00 p.m. PST to the District's Director of Purchasing and Warehousing at 4212 Eucalyptus Avenue, Building 7, Las Vegas, Nevada 89121. The deadline for submitting questions is May 8, 2026, with answers provided by May 15, 2026. The District's Textbook Review Committee will evaluate submissions for recommendation to the Nevada State Department of Education by July 30, 2026. The resulting contract will establish a seven-year adoption agreement from July 1, 2026, through June 30, 2033, with possible extension for up to six additional one-year periods if performance is satisfactory. Materials must be offered F.O.B. Destination with all shipping charges included in unit pricing and delivery within 30 calendar days to Mountain State Schoolbook Depository, with a 1:25 gratis teacher material ratio requirement and consumable supplemental materials provided at no cost throughout the adoption period.
While no specific set-aside designations or restrictions limiting the types of organizations that can respond are identified in the solicitation documents, respondents must comply with comprehensive federal requirements including Federal 2 CFR 200 certifications, prohibitions on boycotting Israel, equal employment opportunity provisions, Davis-Bacon Act compliance, debarment and suspension certifications, and Byrd Anti-Lobbying Amendment requirements, with penalties of $10,000 to $100,000 per lobbying violations. Suppliers must demonstrate compliance with data protection requirements under the Family Educational Rights and Privacy Act (FERPA), the Children's Internet Protection Act (CIPA), and the Protection of Pupil Rights Amendment, maintain cyber liability insurance with minimum limits of ten million dollars per occurrence, and implement industry-standard safeguards consistent with National Institute of Standards and Technology guidelines. Digital components must support single sign-on through Security Assertion Markup Language or Lightweight Directory Access Protocol, integrate with the District's Infinite Campus Student Information System and Canvas Learning Management System, and be compatible with Clever rostering, Google Suite for Education, and multiple internet browsers. Pricing must represent the lowest price the provider has charged anywhere in the continental United States under a "most favored nations" clause, with provision for a one-time price increase request after the fourth year of adoption not exceeding rates charged to other school districts. The District reserves the right to award on a lot basis, item-by-item basis, or entire RFP basis and to reject any and all responses, though specific budget ranges or award values are not disclosed in the solicitation documents.
