About this opportunity
The School Board of Marion County, Florida is seeking a term contract for physical education supplies and equipment through Invitation to Bid #4089AH, with the primary objective of establishing a discount catalog and online purchasing mechanism for district schools and departments. The procurement seeks vendors capable of providing a web-based platform with a firm, fixed percentage educational discount on physical education supplies and equipment, preferably through a dedicated URL with login capabilities for district employees. Key deliverables include an online catalog with a user-friendly interface allowing staff to build and print shopping carts with pre-applied discounts, which can then be converted into requisitions for processing. The bid requires vendors to maintain consistent discounts throughout the contract term, with potential for sales promotions offering additional temporary price reductions. Critical dates include a bid submission deadline of September 18, 2024, at 2:00 PM, with board approval scheduled for November 12, 2024, and the contract period running from November 1, 2024, through October 31, 2025. Vendors must provide a comprehensive web portal for price verification, generate quotes, and support the district's "Point, Click, and Print" ordering process. Evaluation will focus on the vendor's ability to provide a robust online platform, offer competitive educational discounts, and meet the district's operational requirements.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Multiple vendors have submitted proposals, including Advanced Healthstyles, Riddell, BSN Sports, Gopher Sport, Kaplan, Lakeshore, MFAC, Nasco, School Outfitters, School Specialty, Oriental Trading, Quill, S&S Worldwide, School Health Corporation, and Varsity Spirit Fashions & Supplies. The total budgeted resources for this contract are $50,000, with vendors offering varying discount percentages ranging from 2% to 35% across different product catalogs. Most vendors have proposed free shipping with minimum order requirements and have provided detailed information about their catalogs, shipping terms, and lead times. The School Board reserves the right to bid separately on any items deemed in the district's best interest and expects vendors to comply with federal and state requirements, including provisions related to public records, insurance, background screening, and anti-discrimination policies. The procurement allows for potential contract renewals and emphasizes a flexible, technology-driven approach to purchasing physical education supplies and equipment.
Opportunity text
The purpose and intent of this Invitation to Bid is to establish a term contract at firm, fixed percentage (%) educational discount prices, for the purchase and delivery, on an "as needed" basis, of physical education supplies and equipment to various schools and departments located throughout the District. The School Board prefers bidders to provide a URL link indicating your discount prices designed for The School Board of Marion County, Florida, with generic user-login and password or for each School Board employee to be able to create their own login and password to obtain the discounted pricing from the URL link provided. This opportunity is specifically intended for use by classroom and administrative staff for the availability of classroom instructional teaching aids. The School Board of Marion County's current process: 1. Schools/Departments shop on-line (URL link provided) to build a cart showing discounted prices. 2. Upon completion, cart is printed. 3. The printed cart is then given to the appropriate District personnel to prepare a requisition. 4. Requisitions are approved by Finance and submitted to Purchasing for processing. 5. The purchase order is either e-mailed or faxed to each vendor. However, if a bidder cannot provide a URL link designed for the School Board of Marion County that indicates your discount pricing, the bidder may provide a firm fixed percentage (%) discount from the bidder(s) website/web portal. Bidder(s) must provide a website/web portal for viewing and price verification in the space provided on the Excel file titled Bid 4089AH Physical Education Supplies and Equipment Discount Catalog - PROPOSAL FORM attached. If website/web portal provided does not have the capability of indicating discount pricing bidder(s) must accept print outs or printed carts from their website/web portal with handwritten discount adjustments. Bidder(s) should not provide or include fixed percentage discounts from other School Board bid awards or from Florida State Contracts or any other awarded contract. The School Board reserves the right to bid separately any item if deemed to be in the best interest of the District. Unless a change is deemed to be in the best interest of the School Board, there shall not be any discount adjustments during the term of this bid and any possible renewals. All fixed percentage discounts shall remain firm throughout the term of this bid and any possible renewals. Sales promotions involving greater price reductions than bid may be conducted for a specified lesser period and made available to the School Board and other governmental agencies within the State of Florida. Bidder shall provide all products and services that are necessary for the proper execution and performance of this contract. All activities relating to the execution of this contract shall be initiated and coordinated by designated personnel at each school, and/or department ordering products.
