About this opportunity

The Texas Department of Criminal Justice is requesting proposals for a Photo and ID Card solution by lease, with responses due October 2, 2026 at 3:00 p.m. Central Time under RFO 696-BF-26-O033. The system must produce digitally printed color identification cards for employees and inmates, store and retrieve black-and-white inmate mug shots, and preferably operate as a web-based solution. A pre-proposal conference occurred August 25, 2026; written questions were due August 30, 2026.

The contractor must integrate with TDCJ's Micro Focus Enterprise Server (MFES) database, Ping Advanced Identity Cloud (Ping AIC), and physical access control system (PACS). The solution will support approximately 41 initial field locations across Texas—including headquarters in Huntsville, regional correctional units, state jails, and community college training centers—with workstations classified as Central Issue, Over-the-Counter, Capture Only, or Digital Camera types. The contractor must accommodate ID card format codes A through M with specified background colors (red, yellow, white) controlled centrally through the MFES database. RFID smart cards for employees and color ID cards for inmates must maintain physical integrity for two years with zero acceptable failure rate; failed cards are replaced at no cost. Service level agreements require 2-hour response for diagnostics and 4-hour on-site arrival at headquarters, next working day service for field locations, and full operational status within 24 hours.

Base Period usage estimates include 726,690 inmate ID cards, 118,051 employee RFID smart cards, and 934,316 mug shots; Option Period projections add 193,167 inmate cards, 22,076 employee cards, and 248,358 mug shots. Pricing is firm fixed lease per ID card and per original mug shot, inclusive of project management, system development, installation, training, post-implementation support, hardware, software, supplies, and consumables. The contractor provides 250 hours of programming across the entire contract term and must price hourly rates for additional programming and workstation relocations beyond three per year.

All contractor staff with system access must complete FBI Criminal Justice Information Services (CJIS) security training and submit to national fingerprint-based criminal history checks within 30 days. The contractor must comply with the TDCJ Information Resources Security Program (IRSP) based on NIST 800-53, obtain Texas Risk and Authorization Management Program (TX-RAMP) certification for cloud services, encrypt all data in transit and at rest, and restrict data storage to the continental United States without written consent. All contractor personnel must sign the TDCJ EMPL3 Data Use and Non-Disclosure Agreement. The system must accommodate future facial recognition integration and integrate with a planned CJIS-compliant Inmate Management System replacement. Post-contract, the vendor retains ownership of the SaaS solution; TDCJ owns all agency data.

Respondents must submit a Financial Statement Calculation worksheet (Exhibit J.2) with supporting financial documentation; a current Accessibility Conformance Report demonstrating WCAG 2.2 A and AA compliance with a remediation plan not exceeding 12 months; organization introduction and references; disclosure of similar services provided to government agencies; cancelled or terminated contracts within five years; pending legal actions; and proof of Texas business certification and no outstanding state debt. Service commencement is upon signature of both parties. Amendment No. 3, issued August 17, 2026, clarified that no second question-and-answer phase will follow this amendment and that SLA four-hour response times are mandatory with no flexibility.
