About this file

This is an Exhibit document outlining Electronic Information Resource (EIR) Accessibility Requirements for the Texas Department of Criminal Justice Photo and ID Card procurement. The document establishes accessibility standards that respondents must meet when providing digital products, services, hardware, and devices as part of their proposals. The Department aims to comply with applicable federal and state laws governing accessibility, including Texas Government Code Section 2054.457, Texas Administrative Code Sections 206 and 213, and Section 508 of the Rehabilitation Act of 1973.

For digital experiences and software components, respondents must provide a current Accessibility Conformance Report (ACR) produced within the last six months demonstrating compliance with Web Content Accessibility Guidelines (WCAG) 2.2 A and AA standards. Respondents must also submit an accessibility conformance score expressed as a fraction showing the number of supported criteria over total applicable criteria from the 55 WCAG 2.2A and AA criteria. Additionally, respondents must provide a remediation plan with a timeline not exceeding 12 months to address any known accessibility gaps and identify existing customer-support channels and workarounds to serve as temporary solutions during remediation implementation. For hardware and devices included in the response, respondents must provide current ACR documentation demonstrating compliance with the 2012 Texas Accessibility Standards (TAS) and Section 508 Hardware Standards.

Electronic Information Resource Accessibility Requirements

A. The Department aims to comply with applicable federal and state laws governing accessibility when procuring digital products and services:

1. Texas Government Code (TGC) 2054.457, enacted in 2005, requires that all state agencies and institutions of higher education provide state employees and members of the public access to and use of electronic information resources.

2. 1 Texas Administrative Code (TAC) 206, aligns state web accessibility standards with the federal regulations set forth in Section 508 of the Rehabilitation Act of 1973.

3. 1 TAC 213 enacted state standards for procurement, development, or usage of Electronic

Information Resources (EIR) for people with disabilities and aligns accessibility standards with the federal regulations set forth in Section 508 of the Rehabilitation Act of 1973.

B. Digital Experiences and Software

The Department strives to ensure that all digital products and services procured, where applicable, meet the Web Content Accessibility Guidelines (WCAG) 2.2 A and AA. If Digital Experiences or software are part of the RFO Response, Respondents must:

1. Provide a current (produced within the last six months) Accessibility Conformance Report

(ACR) for the Digital Experience or software being offered.

2. Provide an accessibility conformance score, expressed as a fraction, of the number of accessibility criteria met (“supports”) over the total number of applicable criteria. Of the 55 WCAG 2.2A and AA criteria, not all criteria may be applicable.

3. Provide a remediation plan for remedying the known accessibility gaps with a timeline of no more than 12 months.

4. Identify existing customer-support channels and known workarounds for the identified accessibility issues that, combined, can serve as a temporary stopgap while the remediation plan is being implemented.

C. Hardware and Devices

1. The Department strives to ensure that all hardware and devices, such as copiers, phones, faxes, printers, electronic signs, and more, where applicable, meet or exceed, where applicable, the 2012 Texas Accessibility Standards (TAS) and the Hardware Standards in Section 508 of the Rehabilitation Act (Chapter 4).

2. If hardware or devices are part of the RFO Response, Respondents must provide a current (produced within the last six months) Accessibility Conformance Report for the devices or hardware being offered.
