About this opportunity
The City of Pembroke Pines is requesting bids for Phase 2 turnkey construction services at the Polk Building under IFB #PSUT-26-06, with bids due September 8, 2026 at 2:00 PM and a mandatory pre-bid meeting on August 18, 2026 at 9:00 AM. Davis-Bacon prevailing wage requirements and HUD Section 3 employment and contracting obligations apply to this project, triggering labor standards compliance and low-income worker placement targets of 25 percent total project hours and 5 percent targeted Section 3 workers.
The scope encompasses interior mechanical systems (11 air handling units, 11 condensing units, 4 outdoor air units, ductwork, piping, controls, and BMS integration), electrical systems (generator, access control with Lenel LNL-3300 controller and HID power distribution, fire alarm, low-voltage cabling, and fixtures), plumbing (Type L copper distribution, cast iron or PVC waste/vent, water heaters with recirculation, and fixtures), fire sprinkler systems (Light Hazard and Ordinary Hazard classifications per NFPA 13), interior walls and partitions, interior and exterior doors with specified hardware and fire-rated penetrations, site work (100-space asphalt parking lot, drainage, grading per South Broward Drainage District standards), landscaping with 12-month plant survivability guarantee, roofing coordination with existing roof contractor to maintain warranty, and gutters and cabinetry. The building is 6,060 square feet on a 4-acre parcel; Phase 1 (demolition, structural repairs, exterior envelope) is complete, and Phase 3 (system completion and final finishes) will follow. Critical roofing note requires coordination with the owner's representative and use of the original roof installer to maintain warranty.
The estimated contract value is $4,729,608, with 270 calendar days from Notice to Proceed and anticipated start date November 2026. The City's contingency fund covers approximately $2,245 in permits; the contractor bears remaining permit costs. Liquidated damages are $500 per day for schedule delays. Contractors must be licensed Building or General Contractors with minimum five years' experience and obtain Payment and Performance Bonds equal to 100 percent of contract value. A 5% local-vendor preference applies to Pembroke Pines vendors and 2.5% to Broward County vendors. Insurance requirements include General Liability ($1 million each/$2 million aggregate), Workers' Compensation (statutory), Auto Liability ($1 million), Umbrella ($2 million), and Builder's Risk for 100 percent of project value, with the City named additional insured. A 5% proposal security (bid bond) is required. Questions are due August 25, 2026; final answers by August 31. Work is restricted to 7:00 AM–7:00 PM Monday–Friday unless owner approval is obtained with 72 hours' notice. All subcontractors must maintain equivalent licensing and insurance. Roofing labor warranty is ten years; extended equipment warranties must be documented at closeout. Contractor must provide one-year warranty following substantial completion and use the City's Procore system for project management and coordinate with FPL for electrical service.
