This is a Technical Specifications document for Phase 2 of the Polk Building Renovation project being undertaken by the City of Pembroke Pines, Florida. The project involves comprehensive renovation of the existing 24,000 square-foot Polk Building, originally constructed in 1956 and located at 8200 South Palm Drive in Pembroke Pines, Broward County, Florida. The scope of work includes interior and exterior renovations with all interior improvements removed to bare CMU exterior walls, new partitions for offices and restrooms, breakrooms, storage rooms, and mechanical rooms with new finishes throughout. Site work encompasses a new asphalt parking lot for 100 vehicles including accessible parking, site lighting compliant with City ordinances, irrigation and landscaping improvements, walkways and accessible paths, and new electrical, mechanical, plumbing, and fire protection systems, along with a new generator. The building is classified as Group B Business Occupancy under the 2023 Florida Building Code (8th Edition) with Broward County amendments and will be constructed as Type II B, fully sprinkled. The project will be executed under a single prime contract, with the Contractor responsible for all commissioning and certifications required. Work must be coordinated with the Architect (Saltz Michelson Architects) and Owner's Representative (Giraldo Hernandez, Public Services Director) in pre-construction conferences prior to site work commencement.
The specifications establish comprehensive administrative and quality control requirements including submittal procedures, construction progress documentation via CPM scheduling, daily construction reports, and coordination meetings. Work is restricted to normal business hours of 7 a.m. to 7 p.m., Monday through Friday, unless otherwise approved by the Owner with 72 hours advance notice. The Owner will furnish specific items including furniture, signage, active network electronics, phone systems, computers, and peripheral equipment, while the Contractor is responsible for all other materials and the technology package in its entirety. Contractor must maintain a qualified scheduling consultant capable of CPM reporting and provide quality-control services including testing and inspections.
