About this file
This is a technical drawing set and permit documentation for an access control system installation at the Polk Building, prepared by Bryant Integrated Technologies for the City of Pembroke Pines, Florida. The project involves implementing a comprehensive access control system at 8200 South Palm Drive, Pembroke Pines, FL 33025, with architectural and engineering plans prepared by Eng Tech Net, Inc. under the direction of Marlon Sebelen, PE. The system design includes card readers, electric locks, crash bars, motion sensors, and door status contacts distributed across the first floor of the building, with the primary access control panel located in IT/MDF Room 143. The permit set was issued on November 17, 2025, and digitally signed and sealed by the Professional Engineer on November 21, 2025. The drawings comprise six sheets organized as general information, floor plans showing device placement, and detailed specifications for door hardware configurations and code compliance.
The access control system design complies with applicable Florida Building Code (FBC 2023), Florida Fire Prevention Code (FFPC 2023), and National Fire Protection Association standards including NFPA 70 (National Electrical Code), NFPA 72 (Fire Alarm and Signaling Code), NFPA 101 (Life Safety Code), and NFPA 1 (National Fire Code). All hardware is specified to meet ANSI/UL 294 standards for access control systems. The system incorporates dual egress methods to ensure life safety compliance: doors equipped with panic bars allow mechanical egress without system activation, while doors with electric strikes utilize request-to-exit motion sensors. The design accounts for fire alarm integration to ensure automatic unlocking upon alarm activation and provides system failure safeguards to maintain egress capability in all operational scenarios.

1. Wall Assembly - The 1 or 2 hr fire-rated gypsum wallboard/stud wall assembly shall be constructed of the materials and in the manner described in the individual U300 or U400 Series Wall or Partition Designs in the UL Fire Resistance Directory and shall include the following construction features:
A. Studs - Wall framing may consist of either wood studs or steel channel studs. Wood studs to consist of nom 2 by 4 in. lumber spaced 16 in. OC with nom 2 by 4 in. lumber end plates and cross braces. Steel studs to be min 3-5/8 in. wide by 1-3/8 in. deep channels spaced max 24 in OC.
B. Gypsum Board* - Nom 1/2 or 5/8 in. thick, 4 ft wide with square or tapered edges. The gypsum wallboard type, thickness, number of layers and sheet orientation shall be as specified in the individual Wall or Partition Design. Diam of circular through opening to be 3/8 in. to 5/8 in. larger than outside diam of cable or cable bundle.
C. Fasteners - When wood stud framing is employed gypsum wallboard layers attached to studs with cement coated nails as specified in the individual Wall or Partition Design. When steel channel stud framing is employed, gypsum wallboard attached to studs with Type S self-drilling, self-tapping bugle-head steel screws as specified in the individual Wall or Partition Design.
The hourly F Rating of the firestop system is equal to the hourly fire rating of the wall assembly in which it is installed.
2. Cables - Individual cable or max 1 in. diam cable bundle installed in through opening with an annular space of min 0 in. (point contact) to max 3/4 in. Cable to be rigidly supported on both sides of wall assembly. The following types and sizes of cables may be used:
A. Max 150 pair No. 24 AWG copper conductor telephone cable with polyvinyl chloride (PVC insulation and jacket materials. When max 25 pair telephone cable is used, T Rating is 2 hr.When 50 to 150 pair telephone cable is used in 1 hr fire rated wall, T Rating is 3/4 hr.When 50 to 150 pair telephone cable is used in 2 hr fire rated wall, T Rating is 1 hr.
B. Max No. 10 AWG multiple copper conductor Type NM ("Romex" ) nonmetallic sheathed cable with PVC insulation and jacket materials.
When Type NM cable is used, max T Rating is 1-1/2 hr.
C. Multiple fiber optical communication cable jacketed with PVC and having a max outside diam of 5/8 in.
When fiber optic cable is used, max T Rating is 2 hr.
D. Max 12 AWG multi conductor (max seven conductors) power/control cable with cross-linked polyethylene (XLPE) insulation and XLPE or PVC jacket materials.
When multi conductor power/control cable is used, max T Rating is 2 hr.
E. Max four conductor with ground No. 2 AWG (or smaller) aluminum SER cables with polyvinyl chloride insulation and jacket materials.
3. Fill,Void or Cavity Materials* - Caulk, Sealant or Putty - Caulk or putty fill material installed to completely fill annular space between cable and gypsum wallboard on both sides of wall and with a min 1/4 in. diam bead of caulk or putty applied to perimeter of cable(s) at its egress from each side of the wall.
3M COMPANY - MP+ Stix putty, CP 25WB+ caulk, FB-3000 WT sealant or Cable Wrap putty (Note: L Ratings apply only when CP 25WB+ caulk or FB-3000 WT sealant is used.)

THE ACCESS CONTROL SYSTEM PROVIDED ON THIS PROJECT COMPLIES WITH THE FOLLOWING CODE:
EFFECTIVE AND APPLICABLE CODES:
· FBC 2023 (8th Edition) Florida Building Code
· FFPC 2023 (8th Edition) Florida Fire Prevention Code
· NFPA 70—2020 National Electrical Code
· NFPA 72—2019 National Fire Alarm and Signaling Code
· NFPA 101—2021 Life Safety Code
· NFPA 1—2021 National Fire Code
NFPA101: 7.2.1.5 Locks, Latches and Alarm Devices.
7.2.1.5.1 Door leaves shall be arranged to be opened readily from the egress side whenever the building is occupied.
7.2.1.5.2 Locks and latches shall not require the use of a key, a tool, or special knowledge or effort for operation from the egress side.
Access controlled Door with Crash Bar (Panic Bar Exit Device)
IN ACCORDANCE WITH NFPA 101 7.2.1.5
1. Door is in the secure position when closed, the door status contact is lined up and the locking mechanism has engaged.
2. To enter the door the person must present a valid card at the card reader, after verification the system will grant access thru the door by releasing the lock for a set period of time. The Latch Retraction actuator (conversion kit) pulls the latches to allow entry.
3. To exit thru the door, the door operates as a Mechanical Crashbar, the lock releases by the person pressing the crash bar, allowing free egress.
4. In the event of a system failure, the person can exit the area by pressing against the crash bar, allowing free egress.
5. In the event of a Fire Alarm detected by the Fire Alarm System, a person can exit the area by pressing the crash bar, allowing free egress.
The motion sensor (XS) on the door is only for masking the door contact, does not control or interfere with the crashbar normal operation.
Access controlled Door with Electric Strike or Electric Lock
IN ACCORDANCE WITH NFPA101 7.2.1.5
1.- Door is in the secure position when closed, the door status contact is lined up and the locking mechanism has engaged.
2.- To enter the door the person must present a valid card at the card reader, after verification the system will grant access thru the door by releasing the lock for a set period of time.
3.- When someone approaches the door from the secure side to exit the area, the Request To Exit (REX) motion shall detect the presence of a person and set the system in REX mode masking the door status contact. The lock built into the frame stays secure while the knob/handle can be released by the person turning the knob/handle, allowing free egress.
4.- In the event of a system failure, the person can exit the area by turning the knob/handle, allowing free egress.
5.- In the event of a Fire Alarm detected by the Fire Alarm System, a person can exit the area by turning the knob/handle, allowing free egress.
ALL HARDWARE USED IN THIS PROJECT SHALL BE LISTED IN ACCORDANCE WITH ANSI/UL 294, STANDARD FOR ACCESS CONTROL SYSTEM.
