About this opportunity

Pinellas County School District is soliciting sealed electronic bids for petroleum lubricants and anti-freeze products under ITB #26-AM-018, with bids due August 26, 2026 at 3:00 p.m. via the District's OpenGov Procurement portal. The District will consider prices established by the State of Florida Department of Management Services, Division of Purchasing through its existing contracts as part of evaluation.

The scope covers bulk motor oils (15W-40 API CK-4 and 5W-30 synthetic blend), quart-sized motor oils in multiple grades, multi-purpose grease and wheel bearing grease in 400-pound drums, hydraulic oil, automatic transmission fluid, EP gear lubricant, and anti-freeze coolants in 55-gallon drums. Estimated annual usage is approximately 1,000 gallons of bulk motor oil with smaller quantities of specialty products. Delivery is required to four vehicle maintenance locations: Walter Pownall Service Center in Largo, Tarpon Bus Compound in Tarpon Springs, Coachman Bus Compound in Clearwater, and 49th Street Bus Compound in St. Petersburg.

The contract is valued at approximately $135,000 annually, excluding renewal options. The contract period runs October 28, 2026 through October 27, 2027, with renewal options for two additional one-year periods by mutual consent and supplemental unilateral renewal periods of up to ninety days. Prices and discounts must remain firm throughout the contract period and include all freight and handling charges. Price escalation or de-escalation at renewal is permitted provided written notice is given at least sixty days before expiration and escalation does not exceed the previous year's percentage change in the Consumer Price Index for All Urban Consumers.

The District will award by category to the lowest responsive and responsible bidder; bidders must provide pricing for all items within a category or risk non-responsiveness. All products must carry manufacturers' standard warranties. Contractors must comply with Level 2 background screening requirements under the Jessica Lunsford Act if personnel will have access to school grounds during student presence or direct contact with students. Questions are due August 12, 2026. The Notice of Intent to Award is scheduled for October 6, 2026, with School Board approval estimated for October 13, 2026.
