Greenwood County, South Carolina is seeking competitive sealed bids for a road construction project involving patching, resurfacing, and line striping of selected county roads during the 2025-2026 fiscal year, identified as procurement 2026-RFP-017. The scope of work includes required line striping with reflective markers on 22 priority roads (54,433 linear feet of centerlines and sidelines, 352 linear feet of stop bars, and 693 reflective markers); optional line striping on 5 additional roads (14,025 linear feet, 58 linear feet of stop bars, and 178 reflective markers); required full-depth patching at 4-inch depth on 18 roads (5,610 square yards) with optional patching on 5 roads (2,200 square yards); and required asphalt resurfacing on 22 roads (12,793 tons at 175 lbs per square yard) with optional resurfacing on 5 roads (3,331 tons). All work must be completed within 270 calendar days of the Notice to Proceed and must comply with the 2007 South Carolina Department of Transportation Standard Specifications, specifically Sections 401, 402, 403, 625, and 630. The contractor must furnish all labor, materials, equipment, and supervision necessary for proper execution; maintain comprehensive general liability insurance ($1,000,000 per person/$1,000,000 per accident for bodily injury and property damage) and fleet liability coverage ($1,000,000); provide workers' compensation insurance at statutory limits; perform all traffic control and signage; obtain all required federal, state, and municipal permits; and execute performance and payment bonds in the full contract amount. Sealed bids were due by 3:00 p.m. on June 4, 2026, with public opening and reading scheduled for May 15, 2025, at Greenwood County Airport Annex, 1025 Deadfall Road East, Greenwood, South Carolina 29649. Bidders must remain bound to their bids for 30 days following bid opening, and the successful bidder must execute the contract within 14 days of written notice of award. Liquidated damages are assessed at $200.00 per calendar day for delays beyond the contract completion date.
Greenwood County reserves the right to limit the total tonnage of resurfacing and linear feet of line striping to remain within available funding constraints and may award only the portion of the contract that falls within established budget limits. The county requires reasonable efforts from contractors to meet state guidelines for minority business enterprise (MBE) and women business enterprise (WBE) participation, with documentation of all such participation or evidence of good-faith efforts to achieve these goals. Bid security in the form of a surety bond or certified check equal to at least five percent of the total bid amount, payable to Greenwood County, is required at submission. The contract price is subject to adjustment using the SCDOT Asphalt Index Calculator, with the bid date serving as the initial price date and adjustments applied based on actual asphalt delivery dates indicated on supplied asphalt tickets. No specific award value or budget range is disclosed in the bid documents; however, the project encompasses 22 priority roads with estimated tonnage ranging from 87 tons to 3,224 tons per road, with 5 additional secondary roads eligible for inclusion based on available funding. Bidders should direct inquiries to Jeff Caldwell at jcaldwell@greenwoodsc.gov or 864-942-8639, and additional project details are available through the county's procurement portal at https://procurement.opengov.com/portal/greenwoodsc.
