Optional work includes additional line striping (14,025 linear feet, 58 linear feet of stop bars, and 178 reflective markers), patching (2,200 square yards), and resurfacing (3,331 tons). The RFP was released on April 30, 2026, with a pre-proposal meeting scheduled for May 13, 2026 at 2:00 p.m. at Greenwood County Airport Annex, 1025 Deadfall Road East, Greenwood, South Carolina 29649. Pricing is based on unit costs for labor, materials, and equipment, with asphalt pricing subject to adjustment using the SCDOT Asphalt Index Calculator using the bid date as the initial price date. Bid security of at least 5 percent of the base proposal amount, submitted as a certified check or surety bond, is required at submission. The successful bidder must provide performance and payment bonds equal to 100 percent of the contract price and maintain comprehensive general liability insurance with limits of $1,000,000 per person and $1,000,000 per accident for bodily injury and property damage, fleet liability coverage at the same limits, and workers' compensation insurance at statutory limits with $100,000 employer's liability. All work must comply with the 2007 South Carolina Department of Transportation Standard Specifications for Highway Construction, specifically Sections 401, 402, 403, 625, and 630. The contractor is responsible for furnishing all labor, materials, equipment, supervision, traffic control, signage, and obtaining all required permits. Greenwood County reserves the right to limit total tonnage and linear feet based on available funding, award only portions of the contract within budget constraints, reject any or all proposals, and terminate the contract for default or convenience. The evaluation criteria prioritize cost as the sole scoring factor with 100 points allocated.
