About this file
This is a Detailed Specifications document for a road improvement project by Greenwood County, South Carolina, outlining the scope of work for patching, resurfacing, and line striping of selected county roads during 2025-2026. The project encompasses 22 priority roads and 5 additional roads eligible for inclusion based on available funding, with work including full-depth patching (ranging from 100 to 2,000 square yards per road), variable-depth milling, application of leveling and wearing courses of hot-laid asphaltic concrete, line striping with two coats of paint, and installation of raised reflective markers. Line striping work involves painting center lines with four-inch solid yellow paint lines and side lines with four-inch solid white paint lines, with reflective markers to be installed at 80-foot spacing along center lines. All work must comply with current South Carolina Department of Transportation (SCDOT) Standards, specifically Sections 401, 402, 403, 625, and 630 of the 2007 edition of the SCDOT Standard Specifications for Highway Construction. The contractor must coordinate painting to prevent newly completed paving from remaining unmarked for more than five days and must complete backfill and grassing work before final payment is released, with the county withholding 5% retainage until all work is finished.
Pricing for patching and paving work is subject to adjustment through SCDOT's Asphalt Index Calculator, with the bid date serving as the initial price date and adjustments made based on actual work dates indicated by supplied asphalt tickets. The contractor is responsible for all costs associated with minor surface cleaning, arranging utility cover and casting adjustments with utility owners, placement of tack coats, soil backfill and grading of shoulders, and seeding per SCDOT specifications. The contract prioritizes roads in the specified order, with the cutoff point determined by available funding and unit prices per ton of material placed. The estimated total tonnage across the 22 priority roads ranges from 87 tons (Rye Ct) to 3,224 tons (Bedford Rd), with additional secondary roads available for inclusion if additional funds become available.
