About this opportunity
The City of Beaverton, Oregon, in Washington County, is soliciting competitive bids (ITB #26-060) for the Parkview Loop Waterline Replacement project, a public works infrastructure improvement initiative. The procurement seeks a qualified general contractor to install approximately 3,000 linear feet of new 8-inch ductile iron pipe (DIP) water main and 1,500 linear feet of new 6-inch DIP water main throughout SW Parkview Loop and its connecting cul-de-sacs, spanning from Greenway to Murphy Lane, along with associated deliverables including eight fire hydrant assemblies, approximately 50 water service connections with new meter boxes, air release and blowoff assemblies, gate valves, valve boxes, concrete curbs and gutters (730 feet), concrete walks (2,300 square feet), trench resurfacing with asphalt concrete paving (3,360 square yards), and landscape restoration. Bidders must be duly licensed by the Oregon Construction Contractors Board or State Landscape Contractors Board and must comply with state prevailing wage rates under ORS 279C.800-279C.875 and federal prevailing wage rates under the Davis-Bacon Act. The project requires a non-mandatory pre-bid conference scheduled for March 31, 2026, at 10:00 a.m. via Zoom; written questions must be submitted by April 14, 2026, at 5:00 p.m.; bids are due electronically by April 21, 2026, at 2:00 p.m. with virtual bid opening; the anticipated Notice to Proceed is July 6, 2026, and substantial completion is required by October 30, 2026. Evaluation criteria include contractor responsibility and responsiveness, compliance with the City of Beaverton's Good Faith Effort (GFE) Program, submission of a 10 percent bid guaranty, a tentative construction schedule, and completion of the Bidder Responsibility Form and Current Project Information Form, with the City reserving the right to reject any or all bids and award to the lowest responsible bidder.
All bidders must comply with the City of Beaverton's Good Faith Effort (GFE) Program, which requires documented contact with COBID-certified firms for identified Divisions of Work, including utilities, asphalt paving, concrete work, excavating, sewer/water/storm drain work, and landscaping. Bidders must also submit a First-Tier Subcontractor Disclosure Form by 4:00 p.m. on the bid opening date and comply with all federal, state, and local laws, including civil rights protections and the Beaverton Equity Procurement Program. The successful contractor will be required to obtain a City of Beaverton business license, maintain specified insurance coverage as detailed in the contract documents, provide a Faithful Performance Bond equal to a minimum of 100 percent of the estimated contracted cost, and furnish a Labor and Material Payment Bond to secure payment obligations to all subcontractors and material suppliers. The contract includes a Public Works Bond of $30,000 for projects valued at $100,000 or greater, monthly certified payroll statement submissions, and compliance with all applicable federal, state, and local agencies' ordinances and regulations concerning environmental protection and natural resource preservation. The estimated project cost is between $1,700,000 and $1,800,000, with compensation established on a fixed-price basis and payment made monthly based on the City Engineer's estimate of completed work, with retainage of up to five percent held until project completion.
