About this file
This is a Labor and Material Payment Bond document required by the City of Beaverton, Oregon, for the Parkview Loop Waterline Replacement project (ITB #26-060). The bond secures payment to all claimants, including laborers, material suppliers, subcontractors, and applicable state funds, for work performed on this public works infrastructure improvement project. The bond requires the principal contractor and surety to guarantee payment of all labor and material costs used in the construction contract, with the bond amount set at a minimum of the estimated contract cost plus any extra orders issued by the City. A non-mandatory pre-bid conference is scheduled for March 31, 2026, at 10:00 a.m. via Zoom; written questions must be submitted by April 14, 2026, at 5:00 p.m.; and bids are due electronically by April 21, 2026, at 2:00 p.m., with the anticipated Notice to Proceed on July 6, 2026, and substantial completion required by October 30, 2026.
The payment bond establishes that any claimant unpaid within 90 days after completing their work or furnishing materials has an enforceable claim against the bond. Claimants must provide written notice to both the principal contractor and the City's Finance Director within 180 days of their last work or material delivery (or 200 days for employee benefit plan contributions) and must initiate legal action within two years of last providing labor or materials, with jurisdiction limited to Washington County Circuit Court or U.S. District Court for the District of Oregon. The surety waives notice of any contract modifications, extensions, or alterations and acknowledges that the bond amount is reduced by any good faith payments made, including mechanics' liens paid. The estimated project cost ranges from $1,700,000 to $1,800,000, with the successful contractor required to maintain the bond for the duration of the project and maintain specified insurance coverage as defined in the contract documents.
