About this file

This is a Notice to Proceed template document issued by the City of Beaverton, Oregon, for the Parkview Loop Waterline Replacement project (ITB #26-060). The document serves as official authorization for a contractor to commence work on a public works infrastructure improvement project involving the installation of approximately 3,000 linear feet of new 8-inch ductile iron pipe (DIP) water main and 1,500 linear feet of new 6-inch DIP water main throughout SW Parkview Loop and connecting cul-de-sacs, spanning from Greenway to Murphy Lane. Associated deliverables include eight fire hydrant assemblies, approximately 50 water service connections with new meter boxes, air release and blowoff assemblies, gate valves, valve boxes, concrete curbs and gutters (730 feet), concrete walks (2,300 square feet), asphalt concrete paving (3,360 square yards), and landscape restoration. The notice establishes that work must be substantially completed within a specified number of consecutive calendar days following the notice date, with the anticipated Notice to Proceed issued on July 6, 2026, and substantial completion required by October 30, 2026. The non-mandatory pre-bid conference is scheduled for March 31, 2026, at 10:00 a.m. via Zoom, written questions are due by April 14, 2026, at 5:00 p.m., and bids are due electronically by April 21, 2026, at 2:00 p.m.

The estimated project cost ranges between $1,700,000 and $1,800,000, with compensation on a fixed-price basis and monthly payments based on the City Engineer's estimate of completed work, subject to retainage of up to five percent until project completion. The contractor must be duly licensed by the Oregon Construction Contractors Board or State Landscape Contractors Board and must comply with state prevailing wage rates under ORS 279C.800-279C.875 and federal prevailing wage rates under the Davis-Bacon Act. Required bonds include a Faithful Performance Bond equal to a minimum of 100 percent of the estimated contracted cost, a Labor and Material Payment Bond to secure payment obligations to subcontractors and material suppliers, and a Public Works Bond of $30,000 for projects valued at $100,000 or greater. All bidders must comply with the City of Beaverton's Good Faith Effort (GFE) Program, which requires documented contact with COBID-certified firms for identified divisions of work, and must submit a 10 percent bid guaranty, a tentative construction schedule, a Bidder Responsibility Form, a Current Project Information Form, and a First-Tier Subcontractor Disclosure Form by 4:00 p.m. on the bid opening date. The successful contractor must obtain a City of Beaverton business license, maintain specified insurance coverage, submit monthly certified payroll statements, and comply with all applicable federal, state, and local laws, including civil rights protections and the Beaverton Equity Procurement Program. The City reserves the right to reject any or all bids and award to the lowest responsible bidder, and to terminate the contract for breach with seven days' written notice or for convenience with seven days' notice.
