About this opportunity

The City of Phoenix, Arizona is issuing a Request for Information on Paratransit Scheduling and Dispatch System Software with responses due August 22, 2026. This is a discovery and information-gathering exercise only; the RFI does not constitute a formal solicitation, an obligation to purchase, or vendor pre-qualification, and no purchases will result from responses.

Participation is voluntary. Price information submitted will be used for general comparison purposes only and should exclude applicable state and local taxes. Respondents should obtain the complete RFI and addenda through the OpenGov procurement portal at https://procurement.opengov.com/portal/phoenix; internet access is available at all public libraries.

The City's Information Technology Security Standard (s1_20) establishes mandatory compliance requirements for any cloud-delivered paratransit scheduling and dispatch solution. Key requirements include FedRAMP certification preference, U.S.-based data center storage for confidential data with background-checked U.S.-based personnel, third-party security assessments (SAS-70, SSAE-16/18, or SOC Type 2 reports), NIST-compliant encryption protocols, multifactor authentication capabilities, and documented business continuity and disaster recovery planning. Vendors must provide contractual guarantees regarding data confidentiality, ownership, retention, breach notification within 72 hours, and data destruction within 30 days of contract termination. All new cloud implementations require a formal Information Security Risk Assessment completed by the City in coordination with the Information Security and Privacy Office prior to contracting.

Because this is an RFI for planning purposes, specific contract terms, award dates, renewal options, and formal response deadlines do not apply to this process. The City may use responses to inform a subsequent formal solicitation.
