About this opportunity

The Orange County Transportation Authority is soliciting proposals on behalf of the Los Angeles-San Diego-San Luis Obispo (LOSSAN) Rail Corridor Agency for social media marketing and digital marketing services for the Pacific Surfliner, with proposals due July 9, 2026 at 2:00 p.m. and mandatory interviews scheduled for August 4, 2026.

The scope encompasses strategic planning, content development and production, community management, influencer engagement, and paid social and digital advertising across Facebook, Instagram, TikTok, X, YouTube, and LinkedIn for a 351-mile rail corridor serving 29 stations and over 2 million annual passengers. Deliverables include minimum 3–5 weekly social media posts per platform, 2–3 monthly videos, four long-form blog articles monthly, quarterly paid media plans, and quarterly strategic performance reviews. The contractor must maintain photography and videography resources across all six counties and participate in one annual off-site strategy session and a Pacific Surfliner ride. All third-party software licenses required to complete work shall be obtained and managed by the contractor; the Agency receives administrator access and rights transfer at contract conclusion. A designated project manager from the contractor's firm serves as primary liaison and must provide cost estimates within two business days of requests. Monthly invoicing with deliverable approval by the LOSSAN Marketing and Communications Manager is required.

The contract budget is $450,000 for a one-year initial term (October 1, 2026 through September 30, 2027), with two optional two-year renewal periods extending through September 30, 2031. Pricing is submitted on a fully burdened labor rates and anticipated expenses basis per the Price Summary Sheet. The contractor must maintain comprehensive insurance including general liability ($1 million per occurrence), automobile liability ($1 million combined single limit), workers' compensation, and employers' liability, with proof required within ten calendar days of the effective date.

Written questions were due June 18, 2026, with Authority responses provided by June 22. Proposal evaluation occurs July 27, 2026, and the LOSSAN Board is expected to approve selection September 21, 2026, with contract execution targeted for October 1, 2026. The Authority reserves the right to negotiate with multiple firms and may award without further discussion.
