About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting bids on overhead crane and hoist preventative maintenance and repair services for the Solid & Hazardous Waste Management Division, with bids due August 31, 2026 at 3:00 p.m. EST and a pre-bid meeting scheduled for August 11, 2026 at 10:00 a.m. EST in Naples, Florida. This is a grant-funded procurement utilizing local vendor preference under Section Sixteen of the Collier County Procurement Ordinance; vendors maintaining a physical business address within Collier County limits and holding a current Business Tax Receipt may qualify for local preference consideration.

The scope covers preventative maintenance, annual certifications, repairs, and emergency response services for 32 crane, hoist, and davit units across multiple water reclamation facilities, water treatment plants, pump stations, and maintenance facilities county-wide. Vendors must provide unit rates for 14 equipment line items (0.5-ton to 6-ton units) and hourly labor rates for five job categories (Project Manager, Field Supervisor, Operator, Specialized Laborer, Laborer). Material costs including grease, lubricants, fluids, and filters must be included in preventative maintenance rates. Equipment and parts up to $250 are included in labor rates; items exceeding $250 may be invoiced at cost plus 10 percent. Emergency service requests require response within one hour of notification and on-site arrival within three hours, compensated at 1.5 times straight-time hourly rate. Vendors must be available 24 hours per day, 365 days per year. The contract term is three years with two optional one-year renewal periods; pricing remains firm during the initial term, with annual price increases subject to 30 days' notice and Procurement Director approval.

The County anticipates approximately $50,000 in annual spending due to aging equipment and departmental growth, though this may not reflect future purchasing patterns. The award will be made to the lowest responsive and responsible bidder representing best value; the County reserves the right to award to multiple vendors on primary, secondary, and tertiary basis.

Bidders must provide proof of E-Verify enrollment, Florida business registration, required licenses and certifications, completed reference questionnaires, W-9 forms, and evidence of insurance within five days of Notice of Recommend Award. Commercial General Liability coverage must include $1,000,000 single limits per occurrence and $2,000,000 aggregate, with Collier County named as additional insured. For contracts exceeding $200,000, Performance and Payment Bonds at 100 percent of contract award amount are required; all bonds must be underwritten by A.M. Best rated surety entities (A- or better, Class V or higher). Bid prices must remain firm for 180 days from opening.
