About this file

This is an Invitation to Bid (ITB) issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Public Utilities Department for overhead crane and hoist preventative maintenance and repair services. The solicitation seeks qualified vendors to provide routine and urgent preventative maintenance and repair services for 32 crane, hoist, and davit units located county-wide across multiple water reclamation facilities, water treatment plants, pump stations, and maintenance facilities. The scope includes annual certifications, preventative maintenance in accordance with manufacturer recommendations, repairs, and supporting documentation including inspection checklists and photographic evidence. A pre-bid meeting is scheduled for August 11, 2026, at 10:00 AM EST at the Procurement Services Division offices in Naples, Florida. Bids are due August 31, 2026, at 3:00 PM EST and must be submitted online through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional one-year renewal periods, with pricing remaining firm during the initial term. Award will be made to the lowest responsive and responsible bidder representing best value, with the county reserving the right to award to multiple vendors on a primary, secondary, and tertiary basis.

Pricing for line items 1-14 must include all-inclusive unit rates for preventative maintenance and certification, while line items 15-19 are hourly rates for repairs. Material costs including grease, lubricants, fluids, and filters must be included in the preventative maintenance rate and not invoiced separately. Equipment and parts up to $250 and above require backup documentation and may be invoiced at cost plus 10 percent markup, with no markup allowed on tariffs, sales tax, or freight charges. The county anticipates approximately $50,000 in annual spending due to aging equipment and growth, though this may not reflect future purchasing patterns. Emergency service requests require vendor response within one hour of notification and on-site arrival within three hours, with compensation at 1.5 times the straight-time hourly rate regardless of the day or time worked. Vendors must be available 24 hours per day, 365 days per year, and no work shall commence without an approved purchase order. Price increase requests may be submitted annually after the initial contract term, requiring 30 days' notice and full documentation justification, subject to approval by the Procurement Director.
