About this opportunity

Dallas Independent School District (Dallas ISD) is seeking a qualified vendor to provide OSHA 10 Workplace Safety and Powered Industrial Truck (PIT) Certifications for high school students through a Request for Proposal (RFP). The procurement aims to deliver comprehensive safety training and certification for students, combining classroom instruction and hands-on experience with Powered Industrial Trucks such as forklifts and pallet jacks. The program will support Career and Technical Education (CTE) pathways by equipping students with industry-recognized credentials in logistics, manufacturing, and construction. Dallas ISD plans to implement 12 cohorts annually, serving approximately 240 students (20 students per cohort) over two consecutive days (Friday and Saturday). Evaluation criteria will assess vendors based on their experience with OSHA-compliant training, ability to customize curriculum for school environments, certification capacity, program quality, cost-effectiveness, and demonstrated capability to coordinate career events with verified employment opportunities. The proposal is due by December 4, 2025, at 2:00 PM (CT), and the contract term will be three years with potential for two successive one-year extensions, not exceeding five years total.

The solicitation encourages participation from all vendors, including sole source providers, and incorporates Small Business Enterprise (SBE) and Minority/Women-owned Business Enterprise (M/WBE) participation goals. Vendors can earn up to 20 points through various SBE engagement mechanisms, such as expedited payments, business development programs, and subcontractor utilization. The district requires vendors to complete several compliance documents, including a Conflict of Interest Questionnaire, Certificate of Interested Parties (Form 1295), and a Data Sharing Agreement to protect student information. While specific budget ranges are not explicitly stated, the scope of work indicates a per-student pricing structure with additional allowances for student incentives ($50 per student) and teacher incentives ($200 per teacher). The proposal may be funded through local, state, federal, and grant-funded programs, and will be issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200. Vendors must provide comprehensive pricing that includes training materials, food, transportation, student incentives, and potential career fair coordination.
