About this opportunity
The Oregon Department of Human Services (ODHS) is seeking a contractor to provide Refugee Health Promotion Services through a competitive Request for Proposal (RFP) process. The primary objective is to support the health and well-being of refugees and Federal Office of Refugee Resettlement (ORR) eligible populations by increasing health literacy, coordinating healthcare, and organizing wellness groups. Services must be provided statewide, with priority focus on counties with the highest refugee arrivals: Multnomah, Clackamas, Washington, Marion, Lane, Polk, Benton, and Linn. The contractor must deliver culturally responsive and linguistically appropriate services, recognizing that ORR-eligible individuals speak over 70 languages. Proposals are due on March 25, 2025, at 3:00 PM PST, with a pre-proposal conference scheduled for March 5, 2025. The contract term will commence on April 1, 2025, and continue through September 30, 2026, with potential extensions up to a total of 5 years. Services must target ORR-eligible individuals within their first 60 months of eligibility, with priority given to those with the most persistent, pressing, or underserved health needs.
The RFP encourages participation from minority, women, emerging small, and service-disabled veteran-owned businesses certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID). Proposers must complete a Certified Disadvantaged Outreach Plan detailing their engagement with Certified Firms, though this is not a scored component of the evaluation. The Agency has budgeted a maximum of $1,066,777 for this contract, with a sample contract indicating a not-to-exceed compensation of $186,440.00. Contractors must meet comprehensive requirements, including providing proof of various insurance coverages, conducting background checks for employees, and complying with federal terms related to Medicaid services, civil rights, and environmental protection. The contract is partially funded through federal assistance listing number 93.566. Proposers will be evaluated on their ability to demonstrate financial stability, past performance, personnel qualifications, and capacity to deliver comprehensive refugee health promotion services across multiple Oregon counties.
