About this file

This document is a Pre-Proposal Conference Questions and Answers file for the Oregon Refugee Health Promotion Services (RHP) Request for Proposal (RFP #S-10000-00012342), issued by the Oregon Department of Human Services. The RFP seeks a statewide contractor to provide refugee health promotion services from April 2025 to September 2026, with potential renewals up to a maximum of five years. The pre-proposal conference was conducted via Microsoft Teams on March 5, 2025, where key clarifications were made, including confirmation that attachments B and C must be created by the proposer, and that hybrid/remote service options are permissible. Proposers are expected to determine their own target number of clients to be served during the contract period.

The RFP aims to promote health and well-being for refugees and Federal Office of Refugee Resettlement eligible populations by increasing health literacy, coordinating healthcare, and organizing wellness groups. The state is moving to a single statewide contractor model to ensure all eligible individuals can access services, with an expectation that the selected proposer will expand services to meet needs across all areas of the state. While the counties are not divided based on cash recipients, this data is used to identify high-concentration areas of eligible populations. The budget should cover the full contract period from April 2025 to September 2026, and proposers have flexibility in service delivery methods, including in-person, hybrid, and remote options.

Questions and Answers Question 1: Yeah, just wanted to clarify, attachments B and C are to be created by the proposer, correct? since they are not provided on OregonBuys.

Answer: Yes.

Question 2: Should the budget represent one year or the April 2025 - Sept 2026 time period?

Answer: It should represent April 2025 – September 2026.

Question 3: Are hybrid / remote services options allowed in some counties? Or must every service be provided in-person?

Answer: Hybrid and remote services could be an option for providing these services.

Question 4: What is the target number of clients to be served in that one-year period statewide? Or is that something proposers must decide?

Answer: The proposer shall provide a target number of people to serve. This may change during contract negotiation.

Question 5: Is there potential for renewals after the one-year period?

Answer: There is a potential for renewals. Renewals could be awarded up to a maximum of five years.

Question 6: Can you talk about the reason for moving to one statewide contractor vs regional? And what is expected for sub-contracting.

Answer: A statewide model ensures that all eligible individuals are able to access Refugee Health Promotion services. The expectation is that the proposer will expand services to meet the needs of individuals from all areas of the state, as they arise.

Question: Do we know why the counties are divided based on cash recipients?

Answer: The counties are not divided based on cash recipients. Cash recipient data is used to show where there is a high concentration of eligible populations within the state.
