About this file

This is a Special Procurement Notice issued by the State of Oregon Department of Administrative Services, State Procurement Services, on behalf of DAS Enterprise Information Services Data Center Services, regarding the approval of Special Procurement #REQ-10700-000048422 for Software Maintenance. The notice serves as public notification of the procurement approval rather than an open solicitation for proposals. This special procurement was approved under Oregon Revised Statutes 279B.085(5) and 279B.400 and Oregon Administrative Rules 125-247-0287, 125-247-0700, and 137-047-0700, allowing the state to proceed with the software maintenance contract through a non-competitive process. Affected persons may file written protests with the State Chief Procurement Officer within seven calendar days from the first publication date of this notice. Protests must include detailed legal and factual grounds, a description of resulting harm to the protesting party, and the relief requested. The contact for questions regarding this special procurement is State Procurement Analyst Marc Monetti at (971) 301-0760 or marc.monetti@das.oregon.gov.

The related state and local contract opportunity indicates that the Oregon Department of Human Services is concurrently seeking a contractor to provide Refugee Health Promotion Services through a competitive RFP process, with proposals due March 25, 2025, at 3:00 PM PST and a pre-proposal conference scheduled for March 5, 2025. The contract will run from April 1, 2025, through September 30, 2026, with potential extensions up to five years total. The maximum budgeted amount is $1,066,777, with services required statewide with priority focus on eight counties with highest refugee arrivals. The contract is partially federally funded through assistance listing number 93.566, and the state encourages participation from minority, women, emerging small, and service-disabled veteran-owned businesses certified by Oregon's Certification Office for Business Inclusion and Diversity.
