About this opportunity
The State of Oregon Department of Administrative Services, State Procurement Services, on behalf of the Office of Economic Analysis, is soliciting proposals for comprehensive housing needs analysis services through this Request for Proposals (RFP #S-10700-00016198). The procurement seeks one contractor to prepare the Oregon Housing Needs Analysis (OHNA) annually and as requested, incorporating new datasets and improved methodologies in accordance with House Bill 2001 and House Bill 2889 (2023). Deliverables include initial kick-off meetings, ongoing annual project management activities, updating and reviewing draft OHNA documents, preparation of final OHNA reports with digital accessibility compliance, stakeholder engagement activities, and additional analysis as needed. Proposers must demonstrate minimum qualifications including at least one previous housing needs analysis for a large city, county, or state within the last ten years and must identify at least two key persons with a minimum of five years of relevant consulting and data analysis experience in housing needs for large jurisdictions, with one person capable of communicating findings in both technical and non-technical terms. The evaluation criteria are weighted as follows: proposer experience and team qualifications (35 points), project plan (40 points), and price proposal based on hourly rates for key personnel and staff (25 points). The RFP was issued on March 4, 2026, with questions and requests for clarification due by March 17, 2026, at 5:00 PM Pacific Time, proposals due April 3, 2026, at 5:00 PM Pacific Time, and a Notice of Intent to Award anticipated for April 10, 2026. The initial contract term is three years with renewal options, and proposals constitute firm offers for 180 days following the due date.
The RFP encourages participation of Oregon-certified disadvantaged business enterprises, including minority-owned businesses, woman-owned businesses, veteran-owned businesses, and emerging small businesses certified through the Oregon Certification Office for Business Inclusion and Diversity (COBID). Proposers who identify subcontracting opportunities must complete the Certified Disadvantaged Business Outreach Plan (Attachment D), documenting prior contractual relationships with certified firms and describing steps to solicit such firms for subcontracting with approximate dollar values. No pre-proposal conference will be held, and all proposals must be submitted electronically through OregonBuys, with late submissions not accepted. The contract will be structured as a not-to-exceed amount with fixed pricing for at least the first 24 months, with any subsequent annual adjustments permitted only upon written amendment supported by evidence of demonstrable market changes. Contractors must obtain and maintain specified insurance coverage, comply with all applicable federal, state, and local laws, maintain records for a minimum of six years following final payment and termination, and may not reassign or replace designated key personnel without written consent from SPS and OEA except in cases of death, illness, or termination beyond the contractor's control. The specific budget amount or award value is not specified in the RFP materials, but will be determined based on comprehensive, all-inclusive pricing that accounts for all labor, resources, and materials necessary to execute the work across all major project phases.
