The RFP encourages participation of Oregon-certified disadvantaged business enterprises, including minority-owned businesses, woman-owned businesses, veteran-owned businesses, and emerging small businesses certified through the Oregon Certification Office for Business Inclusion and Diversity (COBID). Proposers who identify subcontracting opportunities must complete the Certified Disadvantaged Business Outreach Plan (Attachment D) documenting prior contractual relationships with certified firms.

Questions and Answers for
RFP # S-10700-00016198
Oregon Housing Needs Analysis
1. Is there a maximum total budget?
A contract awarded under this RFP is intended to be a long-term agreement. Therefore, there is no predetermined maximum budget for this project. Since we do not have a specific budget in mind, the initial budget will be determined based on the successful Proposer’s cost proposal.
2. Any other exclusions that we should be aware of?
At this time, we are not aware of any additional exclusions beyond those explicitly outlined in the solicitation documents.
3. What is expected in the “Summary of Cost (Speciic staff, resources, etc. needed to complete work)” column in the price proposal? Is this anticipated to be a description of items included in the task cost, a dollar amount, or something else?
The "Summary of Cost (Speciic staff, resources, etc. needed to complete work)" column may be used to explain the costs associated with the task. This could include a description of the items, staff, or resources required, as well as any other relevant details that clarify the cost.
4. What is expected for the engagement task (2.5.5.) in the price proposal, given that it is ad hoc?
The successful Proposer’s Key Person, who can effectively communicate with stakeholders about the OHNA using both technical and non-technical language, will be responsible for this task. In the price proposal, please include the Key Person’s name and their hourly rate. The work will be billed based on this hourly rate and the actual time the Key Person spends completing work under the task.
5. Do we need to provide a budget for additional tasks that are suggested by the proposer, per section 6.1.?
No budget is needed at this stage. If the Agency is inclined to incorporate any additional tasks suggested by a Proposer, we can discuss and integrate the additional work and associated budget into the Statement of Services during Contract negotiations.
