About this opportunity

The State of Maine's Division of Purchases is soliciting bids for open shelf filing supplies for the Maine Courts system, with bids due September 2, 2008.

The scope encompasses pre-labeled folders in case-type-specific configurations (Civil, Family, Small Claims, Real Estate, Appeals, Mental Health, Probate, Administrative, Criminal, Juvenile, Appellate, and Victim Services), unlabeled folders, outguides and charge-out pads, year labels, case-type labels, name labels in multiple sizes, color-coded mylar tab protectors, numeric label sets, and docket binders with A–Z indexes. All folders must meet Jeter stock specifications or comparable alternatives at 14-point weight with double edges. Vendors must provide pre-labeling services and ensure label placement conforms to mandatory court color-coding and placement specifications. No substitutions are permitted unless the vendor submits a sample for court testing and approval. Delivery to multiple Maine court locations is required no later than December 1, 2008.

Separate unit prices must be submitted for each item in the quantities specified, including delivery to destination and all applicable discounts. Awards will be made to the lowest responsible bidder offering best value to the State, with consideration given to quality, conformity with specifications, delivery dates, and ultimate cost. The State reserves the right to reject any or all bids, waive formalities, accept individual items, and increase or decrease quantities by up to 10 percent. Cash discounts of 20 days or more will be considered in the award decision; discounts under 20 days will not be factored. Transportation charges, including freight, must be prepaid by the contractor. The State is exempt from Federal and Maine State Sales and Use Taxes; bidders must quote without these taxes.

Vendors must provide references from recent clients demonstrating ability to deliver orders on time and with accuracy. Sealed bids or electronic responses are directed to the Division of Purchases, Room 119, 9 State House Station, State Office Building, Augusta, Maine, by the opening deadline. Bids received after the deadline will not be considered.
