About this opportunity

The City of Phoenix Water Services Department is soliciting sealed offers for a five-year contract to provide onsite testing and repair services for large water meters (3 inches and larger). The procurement seeks a contractor capable of performing comprehensive services including inspection, repair, replacement, preventative maintenance, retrofitting, and testing of large water meters and associated components. The scope encompasses approximately 1,700 annual service instances for 3", 4", and 6" meters, 12 service instances for 8", 10", and 12" meters, 25 vactoring services, 3,424 isolation valve preventative maintenance services, and 150 hours of repair work during normal hours plus 40 hours for after-hours work. Contractors must demonstrate a minimum of five years of operational history providing identical services and must comply with AWWA standards for meter testing. The evaluation criteria will be weighted as follows: Experience and Capacity (50%, 500 points), Method of Approach (36%, 360 points), and Price Schedule (14%, 140 points). Key dates include a pre-offer conference on January 7, 2026, at 10:00 AM via WebEx, written inquiries due by January 9, 2026, at 5:00 PM, and sealed offers due on January 20, 2026, at 2:00 PM.

The solicitation includes Disadvantaged Business Enterprise (DBE) requirements under 49 C.F.R. Part 26, mandating prompt payment to subcontractors within seven days of receipt of payment from the City. Contractors must maintain specific insurance coverage, including Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation at statutory limits. The contractor must also maintain a written Confined Space Entry Program complying with OSHA regulations and provide personnel with appropriate certifications and training. While no specific incumbent vendor is mentioned, the City serves 1.5 million customers through over 465,000 metered accounts, with approximately 1,400 large meters requiring specialized services. Pricing will be firm and fixed for the initial one-year period, with annual price increase requests permitted with 60 days' written notice and subject to City approval. Contractors can opt into the City's Single Use Account Program for immediate payment upon invoice approval, though this is subject to merchant bank transaction costs. The contract allows for potential extensions beyond the initial five-year term, providing flexibility for ongoing service needs.
