About this opportunity

The Orange County Transportation Authority is soliciting proposals for property patrol services at OCTA-managed environmental mitigation preserves across Orange County, California, with proposals due November 19, 2025 at 2:00 p.m. under RFP 250066. No set-asides, preferences, prevailing wage, liquidated damages, DBE goals, or retention provisions apply.

The scope encompasses routine patrol services across approximately 1,300 acres at seven preserves: Trabuco Rose, Wren's View, Live Oak Creek, Silverado Chaparral, Eagle Ridge, and Pacific Horizon. The contractor must supply a uniformed patrol officer and marked four-wheel-drive vehicle equipped with spotlights, mobile radio, fire extinguisher, and shovel. Minimum patrol frequency is five times weekly at four vehicle-accessible properties and once weekly at either Eagle Ridge or Pacific Horizon, totaling approximately 30 hours per week, with additional as-needed services at OCTA's direction. The contractor must maintain daily activity logs submitted with invoices and enforce California Penal Code trespassing provisions. Minimum qualifications include five years of open-space property patrol experience in rural or remote areas, familiarity with local wildlife and flora, prior coordination with Orange County Fire Authority, Orange County Sheriff's Department, and Orange County Parks, one-hour emergency response capability, de-escalation competency, and proficiency operating four-wheel-drive vehicles in challenging terrain and inclement weather.

The contract is structured as time and expense with fixed fully burdened hourly labor rates for a two-year term. The budget is $295,000 total. Funding is from Measure M sources. Evaluation weighs Qualifications of the Firm (30 points), Staffing/Project Organization (25 points), Work Plan (20 points), and Cost (25 points). The contractor must maintain $1,000,000 commercial general liability, $1,000,000 automobile liability, and California-mandated workers' compensation insurance, with OCTA named as additional insured. Health, Safety, and Environmental specifications require compliance with California Code of Regulations Title 8, Injury/Illness Prevention Program, Substance Abuse Prevention Program, Heat Illness Prevention Program, and safety orientation for all personnel. Questions are due November 5, 2025 at 2:00 p.m., with responses by November 11. A pre-evaluation meeting is scheduled November 20, 2025 at 4:00 p.m. Evaluation occurs December 3, 2025, with contract execution scheduled December 22, 2025.
