About this file

This Request for Proposals (RFP) document is issued by the Orange County Transportation Authority (OCTA) in California for property patrol services. OCTA seeks qualified consultants to provide comprehensive property patrol services with a two-year contract term. The RFP invites interested vendors to submit detailed proposals outlining their qualifications, methodology, staffing plans, and service delivery approach for protecting OCTA facilities and properties. The contract is structured as a two-year initial term, with specific performance standards and service level requirements to be met throughout the engagement period.

The total project budget is $295,000 for the two-year contract term. The RFP process requires interested consultants to submit proposals by the specified deadline, with evaluation criteria focusing on vendor experience, service quality, staffing qualifications, insurance requirements, and cost competitiveness. OCTA will conduct a comprehensive review of all submitted proposals to identify the most qualified consultant capable of delivering reliable and professional property patrol services across its facilities. Contract award will be made to the responsive and responsible offeror whose proposal best meets OCTA's requirements and represents the best value to the organization.

Additional Information: Rates are based on similar market rates that security patrol firms are charging for similar services and additionally escalated by 20% from this year's current private patrol service contract for High Level Security Systems Inc. (C-0-2492). The 20% escalation rates are to account for inflation, costs of living adjustments, and anticipated changes in insurance related requirements for security personnel. As the current patrol contract ends, we have evaluated the current work hours and have accordingly accounted for the average amount of time we need contractor services at the Preserves. Additional, an emergency response fund is also included with rates based on past staff costs related to an emergency response (i.e. wildfire, flood, earthquake, etc.).
