About this file
This Scope of Work document is prepared by the Orange County Transportation Authority (OCTA) for property patrol services at seven environmental mitigation preserves totaling approximately 1,300 acres across Orange County, California. The OCTA seeks a qualified contractor to provide routine patrol checks at these preserves to prevent trespassing and illegal activities, including roving patrols, gate inspections, emergency coordination, and site condition reporting. The contractor must supply a uniformed patrol officer and a marked, four-wheel-drive patrol vehicle equipped with spotlights, mobile radio, fire extinguisher, and shovel. Patrol services are required a minimum of five times weekly at four vehicle-accessible properties (Trabuco Rose, Wren's View, Live Oak Creek, and Silverado Chaparral) and once weekly at either Eagle Ridge or Pacific Horizon, totaling approximately 30 hours per week. The contractor may also be requested to provide additional services on an as-needed basis at OCTA's direction. The contract term is two years.
The contractor must demonstrate a minimum of five years of open-space property patrol experience in rural or remote areas, with familiarity of local wildlife and flora, prior coordination experience with government agencies (particularly Orange County Fire Authority, Orange County Sheriff's Department, and Orange County Parks), the ability to respond to emergency situations within one hour, de-escalation competency, and proficiency operating four-wheel-drive vehicles in challenging terrain and inclement weather. The budget for this two-year contract is $295,000. OCTA will serve as the Preserve Manager and coordinate between the patrol contractor and other service contractors responsible for biological monitoring and maintenance. The contractor is expected to maintain daily activity logs submitted with invoices and shall apply California Penal Code provisions for trespassing enforcement as needed.

Exhibit A
SCOPE OF WORK
ENVIRONMENTAL MITIGATION PROGRAM
OCTA PRESERVES PROPERTY PATROL SERVICES
BACKGROUND
In 2006, Orange County voters approved the renewal of Measure M, effectively extending the half-cent sales tax to provide funding for transportation projects and programs in the county. As part of the renewed Measure M, a portion of the M2 freeway program revenues were set aside for the Environmental Mitigation Program (EMP) to provide funding for programmatic mitigation to offset impacts from the 13 Measure M freeway projects. The Orange County Transportation Authority (OCTA) prepared the OC Go Natural Community Conservation Plan/Habitat Conservation Plan (NCCP/HCP or Plan) as a mechanism to offset potential project-related effects on threatened and endangered species and their habitats in a comprehensive manner. A key component of the Plan has included the identification and acquisition of habitat Preserves to offset habitat impacts. To date, seven (7) properties (“Preserves”) totaling approximately 1,300 acres have been successfully acquired (Attachment A). OCTA has committed to protecting and preserving the biological resources within these seven Preserves.
OCTA maintains separate contracts to cover the biological monitoring and maintenance needs of the Preserves. The OCTA project manager serves as the Preserve Manager and will coordinate between these different contractors. At the direction of OCTA, the CONTRACTOR may be asked to coordinate directly with these other contractors.
I. INTRODUCTION
Patrol services shall be performed on OCTA Preserves at prescribed intervals. The CONTRACTOR shall have a minimum of five (5) years previous experience, specifically focused on patrolling open-space properties in rural areas, and procedures set in place to coordinate with the appropriate law enforcement jurisdiction(s). From a cost estimate standpoint, the patrol officer need not be armed.
OCTA staff has been managing these Preserves through professional/contracted services. The OCTA Preserves included to be serviced on a weekly and on an as-requested basis are as follows:
1. Eagle Ridge – Located within the City of Brea, between Carbon Canyon Road and Chino Hills State Park; ~300 acres.
2. Trabuco Rose – 19998 Trabuco Oaks Drive, Trabuco Canyon; ~400 acres.
3. Wren’s View – Trabuco Canyon Road and Live Oak Canyon Road within
Trabuco Canyon; ~120 acres.
OCTA PRESERVES PROPERTY PATROL SERVICES
4. Live Oak Creek - East of Santiago Canyon Road and Live Oak Canyon Road within Trabuco Canyon; ~85 acres.
5. Bobcat Ridge - Northeast of Live Oak Canyon Road and Shelter Canyon Road;
~50 acres.
6. Silverado Chaparral – North of Silverado Canyon Road, West of Ladd Canyon Road; ~205 acres.
7. Pacific Horizon – Located within the city of Laguna Beach, southwest of Moulton Meadows Park and adjacent to Aliso and Wood Canyon Wilderness Park: ~150 acres.
II. WORK TO BE PERFORMED
The CONTRACTOR is to conduct routine patrol checks on OCTA Preserves in order to prevent trespassers and illegal activities. These services will consist of roving patrol as needed to deter potential crimes in progress and various types of trespassers, as well as patrol checks of main access gates. Through coordination with OCTA, the CONTRACTOR shall apply California Penal Code (P.C. §§ 834,
837) Private Persons Arrest procedures for various trespassing offenses committed, as needed.
The following activities may be required of the roving patrol officer:
• Check main access gates and interior roads on a routine basis
• Escort OCTA staff for Preserve site visits/meetings
• Report on OCTA Preserve site conditions during and after inclement weather or natural disasters
• Coordinate with OCTA staff, Orange County Fire Authority, and Orange
County Sheriff's Department during emergency situations
• Attend OCTA public events on the Preserves, including community hikes and equestrian rides
• Meet OCTA contractors and other government agencies on the Preserves for access and monitoring
• Removal of smaller tree limbs/debris from access roads if/when blocked
(OCTA maintenance contractor to remove larger limbs/debris)
• Complete daily activity logs which shall be submitted with all invoices
The level of effort for this work is determined in consultation with OCTA and is consistent with the approved budget.
OCTA PRESERVES PROPERTY PATROL SERVICES
CONTRACTOR shall provide a patrol officer in full uniform and a marked patrol vehicle. The patrol officer represents OCTA at the Preserves and will be expected to be professional and communicative during any interactions with the public and contact OCTA staff as needs arise regarding public concerns.
The patrol vehicle must meet the following criteria:
• Clearly marked patrol vehicle with spotlights for night patrols
• Able to transverse all terrain road conditions in inclement weather conditions
• Have high-profile four-wheel drive or all-wheel drive system to pass undergrowth and have a fire extinguisher and shovel at all times
• Equipped with a unit mobile radio and adequate phone services to expedite communications to the proper authorities and/or to request a patrol supervisor onsite
III. PERSONNEL EXPERIENCE, QUALIFICATIONS AND REQUIREMENTS
1. General
CONTRACTOR shall provide the following information: A current resume for all proposed key personnel (i.e., project manager, patrol supervisor, patrol officer(s)).
Individuals proposed by CONTRACTOR specifically related to the work performed for this solicitation, shall be available for interview by OCTA representative during the evaluation process if requested.
2. Patrol Personnel Qualifications
CONTRACTOR is to furnish documentation fully describing the specific qualifications for each person for review and consideration. OCTA may accept substitute qualifications if it is deemed in OCTA's interest. CONTRACTOR shall have:
• A minimum of five (5) years of open-space property patrol experience in rural and/or remote areas. Rural and remote areas are not the same as parks in urban and suburban areas.
• Familiarity with local plants and wildlife and cognizant of human impacts (hiking, mountain biking, ATVs, etc.) to protected open space land
• Prior coordination experience with government agencies is required and experience with the Orange County Fire Authority, Orange County Sheriff’s
OCTA PRESERVES PROPERTY PATROL SERVICES
Department, and Orange County Parks is desired
• Ability to dispatch and arrive at the Preserves within an hour for emergency situations
• Capacity to recognize potential emergencies, threatening or precarious circumstances and the ability to execute an appropriate response
• Familiarity with coordinating and communicating in emergency situations with Orange County Fire Authority and the Orange County Sheriff's Department
• Competence with de-escalation strategies and demonstrates the ability to use these techniques to diffuse tense situations
• Demonstrated experience operating a 4-wheel drive vehicle on challenging terrain and in inclement weather
• Capable of hiking up steep terrain as some patrol activities will require the officer to hike in on foot, away from the vehicle
IV. SCHEDULE
CONTRACTOR shall perform patrol activities, as described above, at a minimum of five (5) times per week for the Preserves within the Trabuco and Silverado Canyon areas that are accessible by vehicle (Trabuco Rose, Wren’s View, Live Oak Creek and Silverado Chaparral) and once per week at either Eagle Ridge or Pacific Horizon. It is assumed that approximately five (5) hours will be spent for each patrol, resulting in a minimum of thirty (30) hours per week. Patrol hours at each Preserve should vary from week to week and should not be predictable. OCTA may request additional patrol services on an as-needed basis.
Based on activity at the Preserves, some patrol hours may be spent differently on the Preserves but are expected to remain at a minimum thirty (30) hours per week.
CONTRACTOR shall coordinate with OCTA in order to determine which OCTA Properties are in need of patrol services as related to this scope. Patrol services, under this contract, are to be performed on an "as-requested" basis, at the direction of OCTA's Project Manager. OCTA's Project Manager will outline tasks to be accomplished, including budget information and the schedule expectations for completion. The CONTRACTOR will be required to confirm compliance of the schedule and budget, prior to commencing with any work. OCTA may direct CONTRACTOR to proceed with identified tasks without agreement on price or schedule when public safety issues are identified. The CONTRACTOR shall proceed with the identified work and notify OCTA within twenty-four (24) hours of the price and schedule for completion of the work.
It is anticipated that this contract will remain in effect for a duration of two (2) years.
