About this opportunity

The Salt Lake City School District (SLCSD) is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for a one-year extension of the Eureka Math Curriculum Extension (WK2659-EMCE-SS) to continue elementary mathematics curriculum services for grades K-6 across all district elementary classrooms. This sole source procurement seeks to extend the existing contract with the current curriculum provider for an additional year beyond the June 30, 2026 expiration date, with a contract term of five years and no renewal options specified. The SLCSD justifies this sole source award under transitional costs considerations rather than sole source availability, demonstrating through cost-benefit analysis that transitioning to a new curriculum provider would incur $1,820,650 in costs—including $642,000 in teacher training and implementation expenses—compared to $151,427 for continuation with the current vendor. The primary objective is to allow the Utah State Board of Education to finalize pending Core Revisions to mathematics standards that will significantly impact curriculum requirements for fiscal year 2027, enabling the district to select a new program better aligned with finalized standards in the following year. The notice was posted on March 27, 2026, with a response deadline of April 4, 2026, and requires interested competing vendors to submit detailed documentation demonstrating comparable or equivalent procurement items, proof of qualified competing sources, and cost comparisons of transitional expenses.

The incumbent vendor identified for this procurement is Great Minds (Federal Tax ID 943785772), a for-profit corporation, with Shawn Walker listed as the vendor contact, who has held the mathematics curriculum contract since March 2017 under the original bid number WK2435-MCESS. The estimated contract value for this one-year extension is $151,427 with no freight costs included. The procurement document does not specify set-aside designations, disadvantaged enterprise restrictions, or particular organizational qualifications beyond the ability to provide curriculum services comparable to or exceeding current specifications. Interested vendors responding to this notice must submit responses containing the contesting vendor's name, detailed explanations with documentation of competing sources, proof that their firm can provide comparable or superior procurement items meeting or exceeding specifications, documentation of equivalent proprietary or alternative items, and cost comparisons of transitional expenses if transitional costs are part of the justification. No bidders' conference, site visit requirements, or specific submission instructions beyond the April 4, 2026 deadline are outlined in the available procurement documents.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Salt Lake City School District (SLCSD) is publishing this notice pursuant to the Utah Procurement Code. The Salt Lake City School District intends to award a contract without competition if it is determined, in writing, that: there is only one source for the procurement item; transitional costs are a significant consideration in selecting a procurement item; or the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The attached document indicates where the SLCSD department has identified its justification for wanting to award a contract without engaging in standard procurement process. Determination of Other Interested Vendors The intent of this notice is to determine if there are any other interested and qualified vendors that meet the specifications of this notice. Any such vendors must submit the following information: * The name of the contesting person; and * A detailed explanation of the challenge, including documentation showing that there are other competing sources for the procurement item. * Documentation that your firm can provide a comparable or better procurement item that meets or exceeds the specifications; and * Documentation that your firm can also provide the same proprietary procurement item or an equivalent procurement item; * If transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with your firm's anticipated transitional costs. Regardless of any prior communications with the SLCSD or the Purchasing Department, all vendors interested in responding to this notice must submit a response to this posting containing complete responses to all of the information requested above. DO NOT CONTACT THE USING SCHOOL/DEPARTMENT. Any questions regarding this notice, including obtaining additional information, can be obtained through the Purchasing Department during the publication period. No action is required if you agree with this notice. If, after the public notice period has passed, the Purchasing Department determines that there are other interested and qualified vendors that meet the specifications of this notice, the Purchasing Department will not award a contract pursuant to this notice. If, after the public notice period has passed, no valid challenges have been received, then the Purchasing Department may award a contract to the identified vendor without competition. Please read the entire form very carefully before responding to this notice.
