About this opportunity

The Texas Health and Human Services Commission is requesting bids on as-needed maintenance and repair services for the Abilene State Supported Living Center motor pool diesel vehicle fleet under IFB HHS0017463, with bids due June 18, 2026 at 10:30 a.m. Central Time. The contractor's facility must be located within 20 miles of the Abilene facility (2501 Maple Street, Abilene, TX 79602) — a mandatory geographic requirement established by Addendum No. 1 issued June 10, 2026.

The scope encompasses engine diagnostics, brake systems, electronic issues, fuel systems, steering systems, differentials, axles, and front-end alignments for Chevrolet, GM, Ford, Dodge, Chrysler, and GMC diesel vehicles. The contractor must provide written estimates within 72 hours of vehicle arrival and begin repairs within 48 hours of estimate approval. Services are performed Monday–Friday, 8 a.m. to 5 p.m. Central Time, with response to service calls required within 48 hours. The contractor must prioritize OEM or OEM-equivalent parts, with aftermarket parts acceptable only if OEM equivalents are unavailable and salvage yard parts permissible only with prior motor pool supervisor approval.

Historical spending for these services is $24,000 annually; HHSC makes no guarantee of volume or usage. The initial contract term runs September 1, 2026 through August 31, 2027, with one optional one-year extension at HHSC's sole discretion. Bidders must submit firm, fixed pricing on Exhibit C using hourly labor rates for standard (85 hours expected), overtime (5 hours expected), emergency (5 hours expected), and holiday (5 hours expected) categories, plus a parts markup not to exceed 20 percent.

Minimum qualifications are three years relevant experience for the bidder and one year for assigned personnel, with three verifiable references required. Insurance requirements include workers' compensation, commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). Questions were due June 9, 2026. Bidders must acknowledge receipt of Addendum No. 1 by signing and returning the acknowledgement form with their bid or by email to pcsbids@hhs.texas.gov prior to the due date.
