About this opportunity
The Texas Higher Education Coordinating Board (THECB) is issuing Request for Proposals 781-6-CB-14 to procure technical assistance and support services for up to fifteen Open Educational Resources (OER) Grant Program grantees. The solicitation seeks vendor(s) capable of providing three primary service areas: grant execution support through project management assistance to help grantees plan, manage, and publish high-quality accessible course materials; professional development opportunities focused on OER awareness, publishing, and development of openly licensed resources including textbooks, supplementary materials, and full course curricula; and one-on-one guidance and support to grantees on questions related to creating and publishing content with creative commons licenses. Key personnel must demonstrate expertise in OER creation, publishing, creative commons licensing, web accessibility, and project management, with respondents required to have a minimum of two years of experience providing similar services. Required deliverables include four progress reports due by August 31, 2026, January 10, 2027, April 30, 2027, and August 31, 2027, detailing project management support provided, professional development sessions and attendance, number of grantees supported, and hours of support services delivered. The RFP was posted on April 22, 2026, with a written questions deadline of April 29, 2026, by 11:30 p.m. CT, and a proposal submission deadline of May 21, 2026, by 11:30 p.m. CT. The anticipated contract start date is July 1, 2026, with an initial contract term running from execution through August 31, 2027, and THECB retaining the right to extend the contract for up to twelve additional months in one-month intervals at its sole discretion. Respondents must submit comprehensive proposals including an Excel pricing sheet with all-inclusive, hourly-based costs for project management support, professional development sessions, and support services, along with two PDFs containing qualifications, company profile, scope of work response, references, conflict of interest disclosure, execution of proposal, vendor subcontracting plan if applicable, and a transmittal letter.
This procurement is subject to the Texas Government Code Chapter 2161 requirements for Historically Underutilized Businesses (HUBs), and respondents with expected contract values of $100,000 or more where subcontracting opportunities are probable must complete and submit a HUB Subcontracting Plan demonstrating good faith effort in pursuing HUB participation through either awarding all subcontracting work to certified HUBs or documenting notification to at least three certified HUBs and two trade organizations with minimum seven working days for responses prior to bid submission. Additionally, respondents must comply with all Texas state procurement preferences under Texas Government Code sections 2155.441 through 2155.452, including preferences for products from persons with disabilities, energy-efficient products, Texas and U.S. products, recycled materials, and foods of higher nutritional value where applicable. Respondents are required to complete and file the Certificate of Interested Parties Form 1295 through the Texas Ethics Commission filing system, disclose any conflicts of interest or relationships that could constitute conflicts, and certify compliance with Texas Government Code 669.003 regarding employment of former executive heads of state agencies. The RFP documents do not specify a total contract value or budget range; however, payment is contingent upon THECB approval of invoices demonstrating services performed in accordance with RFP requirements, and the contract is subject to appropriations and continuation of funding with THECB making no guarantees of minimum compensation or volume. THECB reserves the right to award multiple contracts to qualified vendors and retains unilateral rights to terminate the agreement for convenience with one day's notice or for cause with opportunity for corrective action.
