The contract term extends through August 31, 2027, with optional renewal for up to three additional twelve-month periods and a potential six-month extension for transition purposes, with an anticipated start date of March 27, 2026. Proposals are due by March 23, 2026, at 2:00 p.m. Central Time, submitted in hard copy format (one original and three copies) plus one digital PDF copy on CD, DVD, or USB drive to the OOG Financial Services Division in Austin, Texas. Evaluation criteria are weighted as follows: Company Information and Financial Responsibility (10 percent), Experience, Qualifications, and References (30 percent), Proposed Work Plan (30 percent), and Compensation and Fees (30 percent), with the OOG reserving the right to conduct reference checks, request clarifications, seek Best and Final Offers, and award to multiple respondents based on best value considerations.

No incumbent contractors or specific technology integration requirements are identified in the solicitation documents. Compensation will be provided as a fixed-fee amount as detailed in each contractor's Compensation Schedule (Exhibit E), with the OOG's maximum contract liability for the initial performance period to be determined at the time of contract award, and the OOG's cognizant federal agency being the U.S. Department of Health and Human Services, Division of Cost Allocation, with contact available through Michael White at 512-463-0394 or michael.white@gov.texas.gov.
