About this opportunity

Texas Tech University (TTU) is issuing Request for Proposal (RFP) 2026-1178 for security equipment and services at the Reese National Security Complex, a newly acquired facility in western Lubbock, Texas. This Master Service Agreement solicitation seeks qualified proposers to supply goods, equipment, installation, maintenance, and expertise related to access limitation and site monitoring. The scope encompasses perimeter security (fencing and berms), surveillance and video cameras (closed-circuit, analog, IP, and high-definition), barricades and bollards, integrated systems (access control, alarm/intrusion detection, acoustic mitigation, visitor management, remote monitoring, door locks, and gate access), and additional security features such as lighting and egress gates. All equipment and services, including software components, must comply with TX-RAMP certification requirements and WCAG 2.1 Level AA accessibility standards. An on-site solicitation conference was held on March 9, 2026, at 9801 Reese Boulevard. The deadline for written questions was March 19, 2026, at 5:00 PM Central, and proposals are due April 2, 2026, at 3:00 PM Central via the TechBid system, with an online proposal opening immediately following submission. Evaluation criteria include financial costs (40 percent weight), demonstrated ability to fulfill requirements including professional experience and IT compliance (40 percent weight), value-added options (10 percent weight), and quality assurance plans (10 percent weight). The contract term is anticipated to begin upon final signature and expire four years from that date, with automatic renewal for up to four additional one-year terms unless either party provides written notice of non-renewal at least sixty days prior to term expiration. Pricing must remain firm for twelve months following contract execution, with potential increases not exceeding three percent annually thereafter.

The solicitation includes a one percent Historically Underutilized Business (HUB) goal for all categories in fiscal year 2026, requiring proposers to submit a HUB Subcontracting Plan demonstrating good faith effort in subcontracting with HUB entities and documenting compliance throughout the contract period and any subsequent modifications. No incumbent vendors or current contractors are identified, as the Reese National Security Complex is a newly acquired facility with no existing security systems in place. Individual projects will be determined on an as-needed basis following contract award and will be priced separately, with no predefined not-to-exceed budget parameters established; each project will have its own separate budget. Mandatory requirements include proper licensing, certifications for specific trades and installation types, worker's compensation insurance at statutory limits, commercial general liability with minimum two million dollar aggregate limits, automobile liability coverage of one million dollars per accident, and potential cyber liability coverage up to ten million dollars for services involving data transfer or storage. TTU reserves the right to make single or multiple awards and is not obligated to guarantee minimum order volumes. All proposers must register as TTU vendors through the PaymentWorks system, provide detailed cost documentation for labor and supplies, and comply with all accessibility standards, security requirements, and TTU operating policies and procedures.
