About this file
This document is an example letter of HUB (Historically Underutilized Business) commitment submitted to Texas Tech University in response to RFP 2026-1178 for Reese National Security Complex Security Equipment and Services. The letter serves as a template demonstrating the required format and content for vendors' HUB Subcontracting Plan submissions. The commitment should be addressed to Andrew Jaco, Project Manager at Texas Tech University's Box 41094 in Lubbock, Texas 79410, with contact via wes.leake@ttu.edu. This document confirms the proposer's acknowledgment of TTU's HUB utilization policy and the State of Texas Comptroller's guidelines regarding subcontracting with historically underutilized businesses.
The letter requires proposers to commit to documenting good faith effort in HUB subcontracting for each applicable project and to submit completed HUB Subcontracting Plans accordingly. Proposers must agree to submit updated HUB Subcontracting Plans with each monetary change order as required by state regulations and provide documentation of subcontracted work with each pay request. This template emphasizes compliance with all regulations relating to HUB subcontracting and establishes the framework through which vendors demonstrate their commitment to utilizing historically underutilized businesses throughout the contract period and any subsequent modifications.
