About this file

This is Addendum #1 to RFP 2026-1178 issued by Texas Tech University (TTU) for security equipment and services at the Reese National Security Complex. The addendum addresses 31 questions submitted by proposers regarding the scope, technical requirements, and implementation approach for this Master Service Agreement. The Reese National Security Complex is a newly acquired facility currently under development by TTU, with no existing security systems in place. The solicitation encompasses security equipment supply and installation services, ongoing support, and systems upgrades throughout the contract term. An on-site solicitation conference was held on March 9, 2026, with maps of the facility provided in Addendum #1 Exhibit A. Individual projects will be determined on an as-needed basis following contract award and will be priced separately. The complex includes multiple facilities with varying security requirements, an airfield area, and hosts the Lubbock Police Department.

The contract will be structured as a Master Service Agreement aligned with Indefinite Delivery/Indefinite Quantity (IDIQ) principles, with labor rates for maintenance and services included in proposals as part of Attachment A. Equipment payments are typically due upon delivery, while service payments are due upon completion or may be billed progressively. TTU prefers a two-year warranty on labor provided by contractors. No predefined not-to-exceed budget parameters exist, as individual projects will each have separate budgets. Specific cybersecurity frameworks, testing requirements, and technical specifications will be detailed in individual project requests rather than defined in the master agreement. Employee background checks are required and may be requested at any time, with additional security vetting potentially required based on project nature. Certifications are required for specific trades and installation types as outlined in Section 2.1 of the RFP. Performance bonds may be required for construction projects per Section 2.1.10.viii, and insurance requirements are detailed in Section 4.21 of the RFP document.

SUBJECT: Texas Tech University RFP 2026-1178 Reese

National Security Complex Security Equipment and Services

NOTICE TO ALL PROPOSERS:

The following shall be incorporated into and become a part of the original Contract Documents and Specifications of the above-identified project.

You must acknowledge receipt of this Addendum by noting it on your proposal form.

Item #1:

Question 1: Can TTU provide an inventory of currently deployed security systems (manufacturer, model, firmware, and architecture)?

Answer: This location is newly acquired and is currently being developed for TTU’s use. No current security systems are in place.

Question 2: Are as-built drawings, network diagrams, and system topology documentation available?

Answer: This location is newly acquired and is currently being developed for TTU’s use. No drawings, diagrams, or other descriptive documents are currently available. These assets will be available if and when the need arises for individual installations and project requirements.

Question 3: Is the intent full system replacement, phased modernization, or integration with legacy systems?

Answer: The intent of this RFP is to award qualified Proposers to supply equipment and services related to creating and maintaining a more secure site. This will be a Master Service Agreement and may include new installation, continued support, and systems upgrades throughout the life of any awarded contract(s).

Question 4: If integration is required, does TTU maintain OEM support agreements for existing systems?

Answer: This location is newly acquired and is currently being developed for TTU’s use. No current security systems are in place.

Question 5: Should proposers include contingency allowances for unknown field conditions, or will a pre-award site survey be permitted?

Answer: Please see Section 4.2.1 Schedule of Events for the information on the On-Site Solicitation Conference. Individual Projects are determined on an as-needed basis after contracts are awarded and will be priced individually to suit the needs of the request.

Question 6: What cybersecurity framework governs this requirement (e.g., NIST 800-53, 800-171, State of Texas standards)?

Answer: As this is to be a Master Service Agreement, cybersecurity requirements will vary and be detailed in individual Project requests.

Question 7: Are vulnerability scanning, penetration testing, or continuous monitoring required?

Answer: As this is to be a Master Service Agreement, specific test and monitoring requirements will vary and be detailed in individual Project requests.

Question 8: Will system hardening documentation, accreditation support, or formal acceptance testing be required?

Answer: As this is to be a Master Service Agreement, specific test and documentation requirements will vary and be detailed in individual

Question 9: Are there data classification or research security considerations that impact system design?

Answer: The Reese National Security Complex is a large complex that houses various types of Projects related to many disciplines that may all have individual requirements.

Question 10: Is integration into TTU’s enterprise SOC or SIEM environment required?

Answer: System integration will vary depending on the location of each

Project. While some systems will need to be tied into existing ones, some others may be new and/or closed-loop systems.

These requirements will be detailed in individual Project

Question 11: Are there bandwidth or segmentation constraints affecting camera resolution or storage sizing?

Answer: Resolution and storage size requirements will vary depending on the individual Projects and will be discussed at the time of the

Question 12: Is cloud-hosted management permissible, or is an on-premises architecture required?

Answer: As this is to be a Master Service Agreement with various Projects and requirements, these specific requirements will be detailed in individual Project requests, but both options are currently possible.

Question 13: Are there installation time restrictions tied to academic schedules or operational hours?

Answer: Any installation should take place during business hours or documented cutoff times unless otherwise directed by appropriate Reese National Security Complex personnel.

Question 14: Are secure or restricted-access areas involved requiring additional coordination?

Answer: Yes, if any installation or maintenance is to occur in any secure or restricted areas, coordination will need to take place with the appropriate representative or entity. This coordination will be detailed in the individual Project requests.

Question 15: Will implementation be funded as a single-phase award or structured in phases?

Answer: The intent of this RFP is to award qualified Proposers to supply equipment and services related to creating and maintaining a more secure site. This will be a Master Service Agreement and may include new installation, continued support, and systems upgrades throughout the life of any awarded contract(s).

Question 16: Does TTU mandate or prefer specific OEM platforms?

Answer: There is no current mandate or preference for most systems, but any system that does require the use of OEM or existing platforms will be detailed in the specific Project request. As the Reese National Security Complex contains various facilities with individual needs, there is no set platform to be used in all facilities. Some facilities may have more restrictive needs while others may only require very basic levels of security.

Question 17: Is open-architecture interoperability preferred to reduce long-term vendor dependency?

Answer: As this solicitation will deal with multiple facilities with various needs, there is no set design philosophy at play. Given that needs will fluctuate and be determined at different times during the life of any awarded contract, long-term vendor dependency should naturally be reduced.

Question 18: What are TTU’s warranty, maintenance, and technology refresh expectations?

Answer: Warranties for materials should follow those of the manufacturer, plus any additional warranties or warranty opportunities proposed by the Proposer(s). TTU prefers a 2-year warranty on any labor provided by the Proposer(s).

Question 19: Should ongoing operations and maintenance (O&M) be included in the base proposal or priced separately?

Answer: Labor rates, including those for maintenance, should be included as a part of Attachment A in the Proposal.

Question 20: What is the anticipated contract type (Firm Fixed Price, IDIQ, phased task order)?

Answer: Any Contracts awarded from this RFP are to be Master Service

Agreements and will align more with IDIQ as the needs for Services and Equipment will vary throughout the life of any awarded Contract.

Question 21: Are payment milestones tied to delivery, installation completion, or final system acceptance?

Answer: Payment milestones will be dependent on the Services and

Equipment being procured. Typical payments for Equipment are upon delivery. Payments for Services are typically made upon completion, but may be billed progressively in some instances.

Question 22: What change management process will govern scope modifications?

Answer: Change management will vary depending on the needs of individual Projects, the regulations or industry standards at the time of the individual Projects, and the overall priorities and direction of TTU leadership.

Question 23: Are there predefined not-to-exceed budget parameters?

Answer: Each individual Project will have its own budget. As this is not a single large Project, there is no defined budget.

Question 24: Are performance bonds or specific insurance thresholds required?

Answer: Please see Section 4.21 of the RFP document for Insurance

Requirements. Bonds may be required for Construction Projects per Section 2.1.10.viii.

Question 25: Are factory certifications required for installation personnel?

Answer: Certifications are required for specific trades and installation types. Please see Section 2.1 for areas in which certifications are required.

Question 26: Are background checks or security vetting required for on-site staff?

Answer: Employee background checks are required and may be requested by TTU at any time. Any additional security vetting may be required and conducted based on the nature of the individual Projects. This will be detailed in the individual Project
